交货期和交货地点：

境内交货：2019年12月21日到达中国**省**市买方指定地点；

境外交货：2019年12月11日DAP中国**省**港,并且投标人应负责将货物从到达的运输工具上卸下。

3、投标人资格要求：

1) 投标人为陵水17-2 半潜平台提供的控制阀、自力式调节阀和氮封阀必须是制造商的成熟产品，买方不接受未经使用的试制产品。所有阀门需满足以下要求：

近10年（2009年1月1日至截标日），投标人所投的控制阀 (指下文a) 和自力式调节阀（指下文b）应分别至少具有应用于两个海上油气生产装置**项目的业绩（合同签署时间为业绩时间），要求本次投标控制阀定位器品牌需与上述阀门业绩中使用的定位器品牌一致，投标人所投的所有调节阀的阀门制造地需与上述阀门业绩的阀门制造地一致。

a) 控制阀尺寸和磅级不低于16" x 1500LB ；

b) 自力式调节阀尺寸和磅级不低于2" x 600LB；

投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节和2.最终接收证书或用户使用证明或第三方（ABS，LIoyd's, DNV，CCS，BV）出具的检验证书复印件）。

业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、供货数量、设备所属油气生产装置类型、定位器品牌、阀门制造地、尺寸和磅级、最终接收证书或用户使用证明或第三方（ABS，LIoyd's, DNV，CCS，BV）出具的检验证书复印件）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。

2) 投标人应承诺所有控制阀，自力式调节阀和氮****制造厂生产，同时承诺（境外投标人）提供产地证明和阀门阀体主要原材料的采购订单复印件，买方不接受贴牌产品。

资质证书要求：

1) 投标人应承诺自费按以下要求对所提供的产品进行检验并获得检验证书。船体阀门（位号为SEMI(HULL)-PCV-XXXX）为入级设备，需要取得CCS 或ABS 船级社的船用产品证书。上部组块阀门（位号为 TS-XX-XXXX 和 TS/LQ-PCV-XXXX）需取得国家****总局****办公室（COOOSO）认可的其中任意一家第三方认证机构（ABS, Lloyd’s, DNV, BV 和CCS）的检验证书。

2) 投标人应为所有防爆设备提交由中国国内防爆认证机构或 ATEX、IECEx 颁发的认证证书和防爆检验报告等。

3.Qualification RequirementsFor Bidder：

1) In recent 10 years(since Jan. 1st, 2009 to the deadline of bids submission stipulated), The Control Valve（refer to a ）and Self-actuated Pressure Regulator (refer to b ）provided by bidder should respectively have at least two new-builtprojects track records had applied to offshore oil/gas Production Unit （the signing date of contract is regarded as reference time）. The Control valve positioner provided in this tender must be thesame brand as the positioner used in the above track record. The valvemanufacturing must be the same manufacturing site as the above track record.

a) For control valve, size and pressure classshall equal to 16" x 1500LB or above.

b) For Self-actuated pressure regulator, sizeand pressure class shall equal to 2" x 600LB or above.

The Bidder shall submit valid track records and relevantdocumentary evidence (1.Relevant chapters copies of contract, and 2.Finalreceipt certificate or user operation certificate or the copy of the inspectioncertificate issued by a third party (ABS, LIoyd's, DNV, CCS, BV).

The documentary evidence shall contain but not limited to: thedate of contract signing, equipment name, quantity, type of oil gasproduction facility, the brand of positioner, valve manufacturing site, sizeand pressure class, final receipt certificate or user operation certificate orthe copy of the inspection certificate issued by a third party (ABS, LIoyd's,DNV, CCS, BV). Absence of the reference evidence documents or failure to verifythe foregoing information shall be deemed as an invalid track record.

2) The Bidder should promise that allControl Valve，Self-actuatedPressure Regulator and tankblanketing valvesshould be produced in its brand own manufactory. Meanwhile overseas bidderpromise to provide certificate of origin and the copy ofpurchase order of valve'smain raw material.The purchaser does not accept the OEM product.

Qualification certificate:

1) The Bidder should promise to arrange inspectionof the products supplied and obtainfinal inspection certificates at his owncost of the following requirements.Hull part valve（Tagnumber withSEMI(HULL)-PCV-XXXX）shallhave certificate of marine product issued by ChinaClassification Society (CCS)or American Bureau of Shipping (ABS). Topside partvalve (Tag number withTS-XX-XXXX and TS/LQ-PCV-XXXX ) shall obtain the GOODSinspection certificatesfrom one of the third party certification agencyauthorized by COOOSO, i.e. ABS,Lloyd’s, DNV, BV and CCS.

2) The Bidder must submit allexplosion-proofcertification and reports issued by China'sdomestic explosion-proof certification body or ATEX , IECEx.
