Chapter I Bidding Announcement

****受****的委托，现对下述项目进行国内公开招标。现邀请合格的投标人前来参加。

Beijing International Tendering Co., Ltd. is entrusted by Harbin Hafei Airbus Composite Material Manufacturing Center Co., LTD. to conduct domestic public bidding for the following projects. Qualified bidders are invited to participate.

一、项目基本情况

二、投标人资格要求：

Bidder qualification requirements:

1. 投标人必须是在中华人民**国境内注册的具有独立承担民事责任能力的法人，具有有效的营业执照。

The bidder must be a legal person registered in the People's Republic of China with the capacity to bear civil liability and a valid business license

2. 本项目的特定资格要求：（1）辐射安全许可证，（2）具有X射线检测设备、工业自动控制系统的销售业绩至少1份。

Specific qualification requirements for this project:(1) radiation safety license, (2) sales performance of X-ray testing equipment and industrial automatic control system at least one.

3. 与采购人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加同一标段投标或者未划分标段的同一招标项目投标；否则，相关投标均无效。

Legal persons, other organizations, or individuals who have a conflict of interest with the procuring entity that may affect the fairness of the tender shall not participate in the bidding; different units whose unit heads are the same person or have controlling or management relationships shall not simultaneously bid for the same section or the same tender project without sections; otherwise, all related bids will be invalid.

4. 资格审查方式：本项目采用资格后审方式，主要资格审查标准、内容等详见招标文件，只有资格审查合格的投标人才有可能被授予合同。

Qualification examination method: This project adopts the post-qualification examination method. For the main qualification examination standards and contents, please see the bidding documents. Only the qualified bidders in the qualification examination may be awarded the contract

三、招标文件的获取

Acquisition of bidding documents

申领时间：2025年04月29日至2025年05月08日（国家法定公休日、节假日除外），每日上午8时30分至16时00分(**时间下同)。

Application time: April 29,2025 to May 8, 2025 (except national public holidays and holidays), from 8:30 am to 16:00 am every day (the same as Beijing time).

申领地点：**市**区群力第四大道528号天鹅湾大厦9层。

投标人购买招标文件时需提供以下材料加盖单位公章的复印件1份：

When purchasing the bidding documents, the bidder shall provide one copy of the following materials with the official seal of the company:

1）法人授权委托书（加盖企业公章及法定代表人签字或加盖名章，如报名人为法定代表人，则须提供法定代表人身份证明）；

1) Power of attorney of the legal person (with the official seal of the enterprise and the signature or seal of the legal representative; if the applicant is the legal representative, the identity certificate of the legal representative shall be provided);

2）被授权人身份证；

2) The id card of the authorized person;

3）法定代表人身份证；

3) Id card of legal representative;

4）营业执照；

4) Business license

5）基本账户开户许可证或基本存款账户信息单；

5) Basic account opening license or basic deposit account information form;

以上材料的扫描件须清晰、完整且加盖企业公章，潜在供应商应对所提供材料的合法性、真实性、完整性负责，资料不全，报名将不予受理。采购人将对供应商提供的资料进行核实，一旦发现有弄虚作假的情况，供应商登记无效。

The scanned copies of the above materials must be clear, complete and stamped with the company seal. Potential suppliers shall be responsible for the legality, authenticity and completeness of the provided materials. Incomplete materials will not be accepted for registration. The purchaser will verify the materials provided by the suppliers. Once any falsification is discovered, the supplier's registration will be invalid.

招标文件售价：500元人民币，售后不退。

Price of bidding documents: RMB 500, non-refundable after sale.

四、递交投标文件截止时间和地点标书代写

八、其他

Other

1）投标人、企业法定代表人无行贿犯罪记录在中国裁判文书网进行查询，如有行贿犯罪记录的，其投标将被否决。

1) The bidder and the legal representative of the enterprise shall be checked on China Judgements Online to see if they have a criminal record of bribery. If there is a criminal record of bribery, their bid will be rejected.

2）投标人、企业法定****人民法院在"信用中国"（https://www.****.cn/）网站列入失信被执行人名单，否则其投标将被否决。

2) The bidder and the legal representative of the enterprise shall not be listed as a dishonest person in the list of persons subjected to execution by the Supreme People's Court on the website of "Credit China" (https://www.****.cn/), otherwise their bid will be rejected.

3）根据《中华人民**国招标投标法实施条例》有关规定，潜在投标人或者其他利害关系人对本招标公告有异议的，应当在获取招标文件受理期间以书面形式向采购人提出，书面异议材料应由法定代表人或授权委托代理人签字并加盖单位公章，采购人将在收到异议之日起3日内作出答复。潜在投标人或者其他利害关系人捏造事实、伪造材料进行异议和恶意缠诉的，将严格按照国家及省市有关规定严肃处理，给他人造成损失的，依法承担赔偿责任。

3) According to the relevant provisions of the Implementation Regulations of the People's Republic of China Bidding and Tendering Law, if potential bidders or other interested parties have objections to this tender announcement, they should submit written objections in writing to the procuring entity during the period for obtaining the tender documents. The written objection materials must be signed by the legal representative or authorized agent and stamped with the company seal. The procuring entity will respond within 3 days of receiving the objection. If potential bidders or other interested parties fabricate facts, forge materials, or engage in malicious litigation, they will be strictly dealt with according to national and provincial regulations. If such actions cause losses to others, they will bear legal liability for compensation.
