****公司和中****公司****基地****电站乏燃料干式贮存主体设备采购进行国际招标，项目信息如下： China Nuclear Power Engineering Co., Ltd. (CNPEC abbr.) and China Nuclear Energy Industry Corporation (CNEIC abbr.) are planning to hold an international bidding process for the main equipment procurement of the Spent Fuel Interim Storage for Daya Bay Nuclear Complex and Tianwan Nuclear Power Plant, the main information as followings:
1.招标内容： 1.Bidding Content:
分成2个标段，每个标段均包含对应的乏燃料干式贮存主体设备、设计、技术转让、文件、专用工具、备品备件、消耗品、运输、现场服务和培训等。The procurement is divided as 2 parts, each part consists of the relevant main storage equipment, designing, technical transfer, documentation, special tools, spare parts, consumables, delivery, site services and training etc.
1)标段1：****基地乏燃料干式贮存主体设备；技术转让规模为5000tHM（约10000组乏燃料）； 1)Part 1: Daya Bay Nuclear Complex Spent Fuel Interim Storage main equipment and the relevant; the Technical Transfer Scale is 5000tHM(10000 Fuel Assemblies);
2)标段2：****电站乏燃料干式贮存主体设备；技术转让规模为1500tHM（约3000组乏燃料）。 2) Part 2: Tianwan Nuclear Power Plant Spent Fuel Interim Storage main equipment and the relevant; the Technical Transfer Scale is 1500tHM(3000 Fuel Assemblies).
2.商务条件：2.Commercial Requirements:
1)必须是在法律和财务上独立的实体；The bidder shall be legally registered and with independent legal entity;
2)具有履行合同所必需的专业技术、资质能力和良好的售后服务能力；The bidder shall be able to meet the required technical capability and qualifications and offer good after-sale service;
3)银行资信记录良好，财务状况良好，有足够的流动资金承担本次招标货物的供货；The bidder must have good bank credibility, good finance status and must have adequate circulating capital to ensure the supply of the goods;
4)具有良好的商业信誉和业绩，无履行合同不良记录，无不良诉讼记录，无在招标投标活动中受到违规处罚的记录；The bidder shall have good business reputation and performance without any bad records during the contract execution or any bad lawsuit or punishment records in the process of bidding;
5)投标人所完成的工程项目中不得出现重大工程质量问题，投标人不得有严重违约的行为；The projects completed by the bidder should not have major quality problems，and the bidder shall not have any behavior for breach of contract seriously;
6)投标人不得处于被责令停业、财产被接管或冻结的情形。The bidder should have a good commercial credit without having been ordered to rectify business, take over, frozen account or bankrupt.
3.技术条件：Technical Requirements:
1)投标人通过ISO9001质量管理体系认证，处于有效期内；具有完善的质量管理体系，产品或服务范围须覆盖本次拟采购范围；The bidder shall have passed the attestation of ISO9001 Quality Management System and the certification shall be in the valid period. Complete quality management system is required. The range of products or services shall cover the proposed scope of procurement;
2)投标人须具备制造本次拟采购设备的厂房、生产加工和检验设备。The bidder must have the relevant workshop, manufacturing and examination/testing devices.
