*(1)从中华人民共和国境内提供的货物,含投标截止时间前已经进口的货物:2023年6月25日之前所有设备运输至杭后公司厂区院内;

3. 投标人资格要求
*(1)投标人必须是制造商或制造商授权的代理商。如为制造商投标,投标人必须提供售后服务承诺函;如为代理商投标,投标人必须提(略)否则将否决其投标。
*(2)投标人如为制造商,投标人须提供营业执照(营业登记类证明文件)或经营许可证明文件的复印件。
投标人如为代理商,投标人除提供自身营业执照(营业登记类证明文件)或经营许可证明文件,还须提供制造商的营业执照(营业登记类证明文件)或经营许可证明文件的复印件。
*(3)投标人或制造商近3年(2020年1月1日-至投标文件递交截止时间)应具有与(略),并提供近3年的业绩清单,投标人须出具至少一份相关销售合同复印件(含合同首尾页、盖章页、设备名称、型号及清单页等)作为证明材料,否则将否决其投标。
*(4)至投标文件提交截止时间前,若投标人被列入《中粮糖业供应商黑名单》,其投标将被否决;
*(5)投标人近三年内((略)至投标文件递交截止时间)没有发生因未履行合同、延期交货、产品质量问题的原因导致被起诉而产生法律纠纷,投标人需出具承诺说明,否则其投标被否决。
*(6)本项目不接受联合体投标。

*(2) For goods offered from outside the PRC Customs territory: All equipment shall be transported to Tianjin Port (CIF Tianjin Port) before June 25, 2023.

3. Qualification requirements for the bidder
*(1) The bidder must be the manufac(略)or its author(略)agent. The bidder must submit the le(略)of commitment for after(略)service provided that it is a manuf(略)the bidder must submit the formal letter of direct autho(略)is(略)by the goods manufa(略)for the project and the le(略)of commitment for after-sales service is(略)by the manufacturer for the pr(略) provided that it is an agent, otherwise the bid will be rejected.
*(2) If the bidder is a manufacturer, it must provide the photocopy of business license (business registration certificate) or business permit.
If the bidder is an agent, it shall not only provide its own business li(略)(business registration certificate) or business permit, but also provide the photocopy of manufacturer’s business license (business registration certi(略)) or business permit.
*(3) The bidder or manufacturer shall have the perf(略)of manufacturing or se(略)the goods similar to the bidding content in the past 3 years (January 1, 2020 - deadline for submiss(略)of bid documents), and provide a list of performance in the past 3 years. The bidder must issue at least one copy of re(略) sales contract (first and final pages and seal pages of contact, pages of equipment name and model and a list of equipment, etc.) as proof materials. 4. Acquisition of bidding document
(1) The interested bidders can log to the Sinochem Commerce Electronic Bidding Platform (http://e.sinochemitc.com ) from 2:00pm on October 21, 2022 (Beijing time) to 5:00pm on October 28, 2022 (Beijing time) to obtain the bidding documents.
(2) Log on to Sinochem Commerce Electronic Bidding Platform http://e.sinochemitc.com to obtain the bidding documents through online payment and pay the platform use and technical support fees (total fees of bidding document, platform use and technical support: RMB 800.00 per package, USD 110 per package or 112 Eurodollars per package). Interested bidders shall first freely register online following Help – Guide for Bidding and Tendering. 5. Submission of bid documents
The deadline for submission of bid documents (time of bid opening): 3:00pm on November 11, 2022 (Beijing time)

Place of bid opening: online bid opening meeting. The tendering agent of the Project will organize the bid opening ceremony in the form of online live broadcast, and will not invite bidders' representatives to attend the meeting on site.
