****（以下称为“招标代理机构”）受****（以下称为“招标人”）委托，就**天然气登陆**项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Natural Gas From South China Sealanding In Shenzhen by Internatioive Bnal Competitidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．本次招标不接受代理商投标。

1）投标人应承诺****管理部认可的认证机构（ABS/DNV/BV/CCS)之一对干气二级压缩机橇整体、变频器成套柜和入口涤气罐检验并获得检验证书。

1）VENDOR shall at his own cost arrange inspection and obtain final certificate of The compressor Skids，Complete inverter cabinet and the Inlet Scrubber Skid from one of the certifying agencies authorized by National Emergency Management Department , which are ABS, DNV, BV and CCS.

（3）业绩要求Requirement for Bidder's reference:

1）投标人所投天然气离心压缩机本体的制造商应自2013年1月1日至投标截止日（以合同签订日期为准）具有两套电机驱动的天然气离心压缩机组在油气田项目的供货业绩，该业绩中电机功率应不小于8MW、处理量应≥500x104Sm3/d和出口压力≥19450kPaG，并提供相关业绩证明。

1) The manufacturer of the natural gas centrifugal compressor body supplied by VENDOR shall have two sets of the natural gas centrifugal compressor unit driven by the motor in the Oil-gas field project from January 1, 2013 to the deadline for submission of bids (the date of contract signing), in which the motor power shall be ≥ 8MW, the processing capacity shall be ≥ 500x104Sm3/d and the outlet pressure shall be ≥ 19450kPaG, and provide relevant performance certificates.

2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、电机功率、处理量、出口压力及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、电机功率、处理量、出口压力及到货验收材料的，均视为无效业绩。

2) VENDOR shall furnish reference List in given form for the above-mentioned Requirement for VENDOR's reference, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by VENDOR shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and Arrival acceptance materials.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, motor power, processing capacity, outlet pressure and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.****.cn) on the page of Invitation for bid for purchasing Bidding Document from 9August 2023 to16August 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
