(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation, small and medium-sized enterprise products will not be subject to price discounts. (c)本项目的特定资格要求：3、具有市政公用施工总承包资质三级及以上资质，且具备有效的安全生产许可证；
4、供应商拟派项目经理须具有市政公用工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在**市建筑建材业网站上查询为准。
5、本项目仅面向小微企业采购。
6、本项目不接受组成联合体。

(c)Specific qualification requirements for this program: 3. Having a third level or higher qualification for general contracting of municipal public construction, and possessing a valid safety production license; 4. The project manager proposed by the supplier must have a second level (including higher level) registered construction engineer qualification in municipal public works, and possess a valid safety production assessment certificate. The project leader should be verified on the Shanghai Building Materials Industry website. 5. This project is only for procurement by small and micro enterprises. 6. This project does not accept the formation of a consortium.
