5、本项目仅面向中小企业（含中型、小型、微型企业）采购。
6、本项目不接受组成联合体

(c)Specific qualification requirements for this program: 3. Possess a construction general contracting qualification of level III or above for municipal public utilities projects, and have a valid safety production license; 4. The project manager proposed by the bidder must have a registered construction engineer qualification of level II or above in municipal public utilities projects, and have a valid safety production assessment certificate. The person in charge of this project shall be subject to the inquiry on the Shanghai Construction and Building Materials Industry Network. 5. This project is only open to the procurement of small and medium-sized enterprises (including medium-sized, small, and micro enterprises). 6. This project does not accept the formation of a consortium.
