Bidding Content:

The scope of cost consulting services for this project includes: bidding processes for the construction and installation works and project supervision of the Zinc Recovery Technical Upgrade Project at the Concentration and Smelting Plant. Specific services under cost consulting encompass: bidding agency services, preparation of bidding documents and bill of quantities, formulation of the bid base (or control price), contract drafting, project settlement review, and other related tasks.

工程规模：

由于现有锌电积车间产能已达到饱和，锌回收率提高后需对锌电积车间进行扩建:

（1）在现有浸出工段的东北侧，除铜工序的东侧，铜萃取工段的南侧，**一个原矿压滤车间，包括3台800m2的隔膜式压滤机、5条1200宽运输皮带、5台φ5米搅拌槽、40m3空压机站、低压配电室一个等；原矿压滤车间厂房尺寸：19.5m x 37.5m，3层，厂房高度为17.7m；

（2）在现有锌电积车间东侧扩建一套独立的锌电积系统，包括14个电积槽、电积液循环冷却系统、剥锌系统和整流变压器等；锌电积车间扩建尺寸：30m x 27m，主跨2层，厂房高度为15.7m；

（3）在现有的硫酸储罐西侧**一个φ10000×10000硫酸储罐，储罐采用普通Q235钢制体，围堰及罐体基础采用混泥土外贴耐浓酸防腐砖；

（4）宿舍2栋。

（5）**的原矿压滤和锌电积厂房采用钢结构形式，生产厂房内除车间配电室采用砌体墙外，其他区域均采用无围护开敞式建筑形式，新增建构筑物占地面积总为1599m2，新增建筑面积为3478m2。

预算金额5290.13千美元（1美元=7.1205人民币）。

Project Scale:

Due to the existing zinc electrowinning workshop reaching full capacity and the need to expand it following improved zinc recovery rates,

(1) Raw Ore Filter Press Workshop

Location: Northeast of the existing leaching section, east of the copper removal process, and south of the copper extraction section. Facilities including 3 × 800 m2 membrane filter presses; 5 × 1,200 mm-wide conveyor belts; 5 × φ5 m agitation tanks; 40 m3 air compressor station; Low-voltage power distribution room. Building Specifications:19.5 m × 37.5 m, 3 floors, total height of 17.7 m.

(2) Zinc Electrowinning System Expansion

Location: East side of the existing zinc electrowinning workshop. Components: 14 electrowinning cells; Electrolyte circulation and cooling system; Zinc stripping system; Rectifier transformers. Building Specifications: 30 m × 27 m, 2-story main span, total height of 15.7 m.

(3) Sulfuric Acid Storage Tank

Location:West of the existing sulfuric acid tank. Specifications:** φ10,000 × 10,000 mm tank constructed of Q235 carbon steel. Support Structures:** Concrete containment dike and foundation lined with concentrated acid-resistant bricks.

(4) Dormitories

2 new dormitory buildings.

(5) Structural Design

The new raw ore filter press and zinc electrowinning workshops adopt a steel structure. Layout: Open-plan design without enclosed walls, except for masonry-walled power distribution rooms within production areas.

- Total new footprint: 1,599 m2.

- Total new floor area: 3,478 m2.

Budget:USD 5,290.13 thousand (1 USD = 7.1205 CNY).

资质要求及报名条件：

Qualification requirements and registration conditions:

（1）投标人必须在所在国家注册，并具有独立法人资格，具备有效的独立法人营业执照和订立合同的能力。

1) The bidder must be registered in the country where they are located and have an independent legal person, avalid business license, and the ability to enter into contracts.

（2）报价人资质等级及范围：有效期内的工程招标代理资质。

2) The bidder has valid qualifications for an engineering bidding agency.1.

（3）具有专业的团队，中国境内投标人的项目负责人须具有国家一级注册造价工程师资格，并团队人员中应有国家招标代理招标师以上资格；中国境内以外投标人项目负责人须有类似工程代理业绩。

3) The bidder has a professional team. The project manager of the bidding party in China qualifies as a national first-class registered cost engineer, and the team members have at least the qualification of a national bidding agencybidding engineer. The project manager of the overseas bidding party must have similar engineering agencyperformance.

（4）报价人的单位名称须与企业资质证书上的单位名称一致。

4) The company name of the bidder must be consistent with that on the enterprise qualification certificate.

（5）本次询价不接受联合体报价。
