(b****政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《****政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，****政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3****监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies:1. Meet Article 22 of the Government Procurement Law of the People's Republic of China; 2. Qualification requirements to be met for the implementation of government procurement policies: (1) Notice on the implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance [2020] No. 46) and Notice on Further Strengthening Government Procurement to Support Small and medium-sized Enterprises (Finance [2022] No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation.....(Details in Chinese announcement）

(c)本项目的特定资格要求：3、 须系我国境内依法设立的法人或非法人组织****公司以自己名义参加采购活动）；
4、 要求具备建筑工程施工总承包二级及以上资质；
5、 具有有效的安全生产许可证；
6、 项目经理具有建筑工程二级建造师及其以上资格，并具有有效的安全生产考核证书；
7、 本项目仅面向中、小、微型等各类供应商采购；
8、 本项目不允许转包。

(c)Specific qualification requirements for this program:3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4. It is required to have Grade II and above qualification of general contracting for construction projects; 5, with effective safety production license; 6. The project manager has the qualification of second-class construction engineer of construction engineering and above, and has valid safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
