合同履约期限：本项目服务期限三年，采取一次招标三年延用，分三个年度分别签订合同的方式实施。

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****政府采购政策需满足的资格要求：****政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。本项目专门面向中小企业采购，****政府采购活动，应当出具《中小企业声明函》。其要求标准详见《政府采购促进中小企业发展管理办法》（财库[2020]46号）、《****政府采购支持中小企业力度的通知》财库〔2022〕19号文中相关规定。

(b)Qualification requirements to be met to implement government procurement policies: If this bidding complies with the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.
This project is specifically for procurement of small and medium-sized enterprises. When small and medium-sized enterprises participate in government procurement activities, they should issue a "Small and Medium-sized Enterprise Declaration Letter".
The requirements and standards are detailed in the "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Cai Ku [2020] No. 46) and the "Notice on Further Increasing Government Procurement Support for Small and Medium-sized Enterprises" Cai Ku [2022] No. 19.

(c)本项目的特定资格要求：3、法人的分支机构以自己的名义参与投标时，应当提供由法人出具参加本项目的授权书；
4、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；
5、本项目不接受联合投标；

(c)Specific qualification requirements for this program: (iii)When a branch of a legal person participates in the bidding in its own name, it shall provide a letter of authorization issued by the legal person to participate in the project;
(iv)Different suppliers whose heads are the same person or who have direct controlling or management relations shall not participate in government procurement activities under the same contract; suppliers who provide overall design, specification compilation, or project management, supervision, testing and other services for this project shall not participate in procurement activities for this project;
(v)This project does not accept joint bidding;

(i)符合《****政府采购法》第二十二条的规定；
