本工程位于槟城岛东部，槟城海峡西岸，槟城岛位于马来西**岛的西北部。西邻马六甲海峡，距**坡约350km。地理坐标为：北纬5°27′N，东经100°19′E。该项目位于连接马来西亚半岛的两座槟城桥之间，距槟城国际机场9公里，距乔治城8公里。

The project is located on the eastern side of Penang Island, on the western shore of the Penang Strait, with Penang Island situated in the northwest of Malaysia’s East Island. It borders the Strait of Malacca to the west and is approximately 350 kilometers from Kuala Lumpur. The geographic coordinates are 5°27′N latitude and 100°19′E longitude. This project lies between the two Penang Bridges connecting Peninsular Malaysia and is situated 9 kilometers from Penang International Airport and 8 kilometers from George Town.

本工程造地面积填海总面积约63英亩（约25万㎡），该项目为施工总承包模式，主要工程内容包括场地清表、陆域吹填、护岸施工、地基处理施工（PVD）及其他附属工程。其中吹填砂246.5万m3，排水板629万m，护岸块石12.6万m3。

The reclamation area of this project covers a total of approximately 63 acres (around 250,000 square meters). The project operates under a general contracting model, with primary works including site clearance, land reclamation via hydraulic sand filling, revetment construction, ground treatment (PVD installation), and other ancillary works. The scope includes hydraulic sand filling of 2.465 million cubic meters, drainage board installation totaling 6.29 million meters, and placement of 126,000 cubic meters of revetment stone.

The tender content is the procurement of Settlement Monitoring for Proposed Reclamation Ground Treatment And Associated Works For Development Of Penang World City(Pwc), Penang. For detailed quantities and specifications, please refer to Chapter 5 "Tender Requirements List" and Chapter 6 "Technical Specification Requirements" of the tender documents. This tender is divided into 2 packages, which can be bid simultaneously but cannot win the tender simultaneously.

3.1 投标人资格条件要求：

1. Business scope requirements: Enterprises that are registered in accordance with the law, have independent legal personality, have experience in the production or supply of tender materials, and have a legal and valid business license.

2、财务能力要求：投标人必须是经税务部门注册登记核准的一般纳税人，有依法纳税的良好记录。

2. Financial capability requirement: The tenderers must be a general taxpayer registered and approved by the tax department, with a good record of paying taxes in accordance with the law.

3、其他要求：本次招标不接受被****及其上级单位列入限制交易黑名单的供应商。

3. Other requirements: This tender does not accept suppliers listed on the restricted trading blacklist by China Communications Construction Company (M) SDN BHD. and its superior units.

3.2 本次招标不接受联合体投标。

出口管制合规。投标人承诺在本项目中拟提供给招标人的产品不受美国《出口管理条例》及美国其他相关出口管制规定的管制。招标人从投标人获取产品的行为不会违反美国出口管制的相关规定。

Export compliance control. The tenderers promises that the products to be provided to the Employer in this project are not subject to the control of the US Export Administration Regulations and other relevant export control regulations. The act of the Employer obtaining products from tenderers will not violate the relevant regulations of US export controls.
