(c)Specific qualification requirements for this program: 3. Suppliers who have been registered in the warehouse according to the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures"; 4. Other qualification requirements: 1) This project is for suppliers of small, medium and micro enterprises. (Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises.) If the bidder is a small and medium-sized enterprise and meets the conditions specified in the Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement (Cai Ku [2020] No. 46), it must provide the "Declaration Letter for Small and Medium-sized Enterprises"; 3) Subcontracting is not allowed for this project; 4) Those who have any of the following circumstances shall not participate in this project: (1) they have been ordered by administrative or judicial organs to suspend business or stop undertaking relevant business; (2) Where an enterprise has
