(b****政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《****政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，****政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3****监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

4、具有市政公用工程施工总承包资质三级及其以上资质；
5、企业具有有效的安全生产许可证；
6、拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
7、本项目仅面向中、小、微型等各类供应商采购；
8、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, with municipal public engineering construction general contracting qualification level 3 and above; 5, the enterprise has an effective safety production license; 6. The person in charge of the proposed project shall have the professional qualification of municipal public works Grade II or above registered construction engineer, have valid production safety assessment certificate, and have not been the project leader of other construction projects under construction. 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
