(c)Specific qualification requirements for this program: 1) Suppliers must be legal persons, other organizations or natural persons. The branches or subsidiaries of legal persons must obtain authorization from the head office. 2) This project is specifically targeted at small and micro enterprises for procurement. Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises. If the bidder is a small or medium-sized enterprise and meets the conditions stipulated in the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46), it must provide the "Declaration Letter of Small and Medium-sized Enterprises".
