(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies such as the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for the disabled, support and promotion of the development of small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, and support for underdeveloped and ethnic minority areas.

注：
1）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参****政府采购活动。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
2）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在****政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

(c)Specific qualification requirements for this program: 1)Suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. Suppliers that provide overall design, specification compilation or project management, supervision, inspection and other services for a procurement project shall not participate in other procurement activities of the same project. 2)When a branch established by a legal person in accordance with the law participates in the bidding in its own name, it shall provide relevant proof materials registered in accordance with the law and a written authorization issued by the legal person authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities. A legal person and its branches shall not participate in the procurement activities of the same project simultaneously.
