(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and medium-sized enterprises, implementing the "Notice on the Measures for the Promotion of the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthening the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19). If this procurement meets the government's mandatory procurement policies for energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises, supporting prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.

(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（2）本项目专门面向中小微型企业采购；
（3）供应商在近三年内无行贿犯罪记录，****管理部****政府采购活动，同时未被列入 “信用中国”网站(www.****.cn)中失信被执行人、重大税收违法失信主体和“中国政府采购网”(www.****.cn)政府采购严重违法失信行为记录名单的供应商（以响应文件提交截止之日前三年内的信用记录为准）；标书代写
（4）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，参加同一合同项下的采购项目投标的，相关投标均无效；
（5）供应商具有住建部颁发的建筑工程施工总承包三级及其以上资质；
（6）供应商具有有效期内的安全生产许可证；
（7）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
（8）本项目不允许联合体投标。

(c)Specific qualification requirements for this program: (1) Suppliers that meet the requirements specified in Article 17 of the "Guiding Opinions on Docking with International-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Zones" (Shangcaiacp [2024] No 12) are not allowed to participate in the procurement activities of this project; (2) This project is specifically open to small and medium-sized enterprises for procurement; () Suppliers who have no record of bribery crimes in the past three years, have not been prohibited from participating in government procurement activities by the government procurement supervision and management, and have not been listed on the "Credit China" website (www.****.cn) as defaulters in enforcement, major tax lawbreakers defaulters, or on the list of serious illegal and dishonest acts in government procurement on the "China Government Procurement Network" (www.****.)
