一、竞赛报名方式

IV. Registration

（一） 申请人资格要求

(I) Qualification Requirements for Applicants

1. 接受联合体报名参赛，以联合体形式申请的，联合体中至少有一家成员具备下述第4点的资质条件。鼓励由境内、境外规划设计团队及相关专项技术团队共同组成联合体参加，联合体单位不超过三家，其中至少一家应为境内单位。申请人须提交联合体协议，并在协议中明确联合体的主体单位。联合体各成员签订联合体协议后，不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体，否则资格无效。

Consortium applications are accepted. In the case of an application in the form of a consortium, at least one member of the consortium must meet the qualification requirements specified in point 4 below. Consortiums jointly formed by domestic and overseas planning and design teams and relevant specialized technical teams are encouraged, whose members shall not exceed three, and at least one of them shall be a domestic unit. Consortiums must submit a consortium agreement and clearly specify the leading unit. After signing the consortium agreement, each member shall not apply independently in its own name, nor form a new consortium or participate in other consortiums. Otherwise, the application qualification will be invalid.

2. 申请人（若为联合体，指联合体各方）是合法注册的独立法人或合伙制企业或其他组织，须提供有效的营业执照或注册登记证明。

The applicant (if it is a consortium, it refers to all members of the consortium.) should be an independent legal person, or a partnership enterprise, or other organization that is legally registered, and must provide a valid business license or registration certificate.

3. 申请人负责人为同一人或者存在控股、管理关系的不同单位，不得同时以多个申请人名义参加。

Different units with the same person as the president, or with shareholding control or management relationships, shall not participate simultaneously in the names of multiple applicants.

4. 申请人（独立或联合体，下同）须具备由中华人民**国自然**部颁发的城乡规划编制甲级资质，****建设部核准的建筑行业(建筑工程)专业设计甲级资质（或工程设计综合甲级资质，或工程设计（建筑行业）甲级资质）证书。

The applicant (either independent or in a consortium, the same below) must hold a Class A qualification certificate for urban and rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China, or a Class A qualification certificate for professional design in the architectural industry (architectural engineering) approved by the Ministry of Housing and Urban-Rural Development (or a comprehensive Class A qualification certificate for engineering design, or a Class A qualification certificate for engineering design in the architectural industry).

5. 申请人须具有临空经济区、航空**、特大或超**市地区等范围之一的城市设计，或战略发展咨询与规划，或城市产业咨询策划的相关业绩。

Applicants must have relevant performance in urban design, strategic development consultation and planning, or urban industry consultation and planning in one of the areas such as Airport Economic Zone, Aviation New Town, and Megacity or super-large cities.

6. 申请人在《资格预审申请文件》中所列出的领衔设计师须亲自开展本项目的设计工作，且亲自出席进行成果方案汇报。请所列出的领衔设计师根据竞赛时间安排提前预留时间、做好准备。如因特殊原因，领衔设计师确实无法赴现场参会的，须在《参赛单位申请表》及《资格预审申请文件》中进行说明，并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。

The lead designer listed by the applicant in the Prequalification Application Document must personally carry out the design work of this project and attend in person to present the outcome plan.The leading designers listed are requested to reserve time and make preparations in advance according to the competition schedule. If the leading designer is truly unable to attend the meeting on site due to special reasons, they must explain this in the Application Form , the Prequalification Application Document and commit to attending the meeting via video or teleconference. The described situation will be comprehensively considered during the Prequalification Selection Meeting.

7. 若申请人为境外机构，须与境内的单位组成联合体报名参赛。

If the applicant is an overseas agency, it shall form a consortium with a domestic unit for application.

Note: The locality of the design unit shall be determined based on the business registration address of its company headquarters (or the headquarters of the affiliated group).

（二）《资格预审申请文件（格式文件）》的获取

(II) Acquisition of the Prequalification Application Documents (Format Files)

凡有意参加本次竞赛的潜在申请人，请于2025年4月25日16:00时至2025年5月8日16：00时，将《参赛单位申请表》《保密承诺函》（附件1-2）签字并加盖公章后扫描为PDF，电邮到竞赛组织代理单位，以领取《资格预审申请文件（格式文件）》。接受材料的竞赛组织代理单位邮箱地址：****@163.com。

Potential applicants who are interested in participating in the Competition are requested to submit their applications from 16:00 on April 25, 2025 to 16:00 on May 8, 2025. Please sign and affix your official seal to the Application Form and Letter of Commitment to Confidentiality（Appendices 1-2）, then scan them into PDF and email them to the competition organizing consultant to obtain the Prequalification Application Documents (Format Files). The email address of the Competition organizing consultant to receive the materials is ****@163.com.

（三）《资格预审申请文件》的提交

(III) Submission of the Prequalification Application Documents

1. 《资格预审申请文件》应以电子文件和纸质文件的形式提交。提交截止时间为2025年5月14日17:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《资格预审申请文件》外，未在截止时间前上传或以其他形式提交的《资格预审申请文件》一律不被受理。标书代写

The Prequalification Application Documents should be submitted in both electronic and paper documents. The submission deadline is 17:00 on May 14, 2025. The submission time will be based on the successful upload of the electronic file. Except for the Prequalification Application Documents that are successfully uploaded before the deadline, all the Prequalification Application Documents that are not uploaded or submitted in any other form before the deadline will not be accepted.

2. 电子文件包括全套正本《资格预审申请文件》的PDF扫描件和PPT文件。申请人应将电子文件电邮到竞赛组织代理单位，接收材料的竞赛组织代理单位邮箱地址：****@163.com

（以.rar或.zip形式压缩后上传，请注意无需加密）。

Electronic documents include PDF scanned copies and PPT files of the complete set of original the Prequalification Application Documents . Applicants should email the electronic documents to the email address of the competition organizing consultant, which receives the documents: ****@163.com (upload in rar or zip format, please note no encryption is required).

3. 申请人应将纸质《资格预审申请文件》7套（正本1套、副本6套），以专人送达或邮寄形式提交至竞赛组织代理单位，即****（地址：**省**市**区先烈中路102号华盛大厦**26楼2608室），收件人：曾超深，电话：020-****8495-511，139****2520。

Applicants should submit seven sets of the paper the Prequalification Application Documents (one original and six copies) to the competition organizing consultant, namely Guangdong Yuanzheng Bidding Purchase Co., Ltd. (Address: Room 2608, 26th Floor, North Tower, Huasheng Building, No. 102, Xianlie Middle Road, Yuexiu District, Guangzhou City, Guangdong Province), recipient: Zeng Chaoshen, Tel: 020-****8495-5111, 139****2520.

4. 申请人应当确保其提交的《资格预审申请文件》的电子文件和纸质文件内容一致。当《资格预审申请文件》的电子文件与纸质文件内容不一致时，以电子文件为准。

Applicants shall ensure that the electronic and paper versions of the Prequalification Application Documents they submit are consistent in content. In the event of any inconsistency between the electronic and paper versions of the Prequalification Application Documents, the electronic version shall prevail.

二、入围方式

V. Competition Method

申请人提交了《资格预审申请文件》后，****委员会将对申请人进行综合评审和比较，择优评选出3名入围参赛团队（含联合体，下同）和3名候补参赛团队（《参赛机构遴选细则》详见附件3）。当正式入围的参赛团队无法参加竞赛时，主办单位可根据候补参赛团队的排名，依次选择候补参赛团队增补。主办单位保留不增补的权利。

After the applicant submits the Prequalification Application Documents, The Selection Committee will conduct a comprehensive review and comparison of the applicants, and select 3 shortlisted teams (including consortium, the same below) and 3 reserve teams (for details of the Selection Rules for Participating Institutions , please refer to Appendix 3). When the officially shortlisted participating teams are unable to take part in the Competition, The Competition Host may, based on the ranking of the reserve teams, select the reserve teams in sequence to make up for the Competition. The Competition Host reserves the right not to supplement the competition teams

三、奖金费用

VI. Prize Money

（一）奖金设置

(I) Prize Money Setting

****委员会对提交的设计方案进行评审及排名，入围参赛团队将获得奖金如下：

Based on the Evaluation Committee’s evaluation and ranking of the submitted design proposals, the shortlisted teams will receive the following prize money:

第一名：获得人民币380万元（含入围咨询费160万元、优胜奖金220万元）；

First place: Receive 3.8 million RMB (including 1.6 million RMB for the shortlist consultation fee and 2.2 million RMB for the winning prize);

第二名：获得人民币200万元（含入围咨询费160万元、优胜奖金40万元）；

Second place: Receive 2 million RMB (including 1.6 million RMB for the shortlist consultation fee and 400,000 RMB for the winning prize);

第三名：获得人民币160万元（即入围咨询费160万元）。

Third place: RMB 1.6 million (i.e., the shortlisted consultation fee of RMB 1.6 million).

（二）说明

(II) Notes

1. 以上咨询费用均为含税费用。****委员会评定为无效设计方案的竞赛团队，将不能获得国际竞赛相关费用。

All the above consulting fees are inclusive of tax. Competition teams whose design proposals are evaluated as invalid by the Evaluation Committee will not be eligible for the relevant fees of the international competition.

2. 第一名须参与竞赛方案后续深化工作。

The first place winner must participate in the subsequent deepening of the competition plan.

四、竞赛时间安排

VII. Competition Schedule

本次竞赛将分为报名及资格预审阶段、方案设计及评审阶段。初步时间安排如下：

The Competition will be divided into the Registration and Prequalification stage, and the Design and Evaluation stage. The preliminary schedule is as follows:

备注：主办单位保留调整日程安排的权利，具体以实际工作安排为准。

Note: The Competition Host reserves the right to adjust the schedule. The actual work arrangement shall prevail.
