简要规格描述或项目基本概况介绍、用途：本项目为确保储备土地四至范围完整，边界清晰；保障看护区域地块不受侵犯、维持保障土地现状；严禁看护地块出现违规乱搭乱建、违法偷土、倒土、倾倒建筑、生活垃圾等违法违规行为发生。看护单位对看护区域地块进行分岗、分责任、轮动巡查看护。看护单位需制定“看护方案、突发事件处理流程、土地看护巡查记录、土地看护巡查标准”，同时设置项目管理人员组织机构，以便于高效的进行管护工作。土地看护单位需根据土地区域实际情况，充分考虑并配备固定岗、巡逻岗、机动车辆、无人机等相关土地看护人力物力。
Brief specification description or basic overview of the project: This project ensures that the boundaries of the reserved land are complete and clear; it also ensures that the land is not violated and that the current state of land is maintained; it strictly prohibits any illegal construction, illegal soil removal, soil dumping, dumping of construction and domestic waste, and other illegal acts from occurring in the land under protection The protection unit shall assign different positions and responsibilities for the land under protection and carry out rotational patrols. The protection unit needs to formulate "protection plans, emergency event handling, land protection patrol records, land protection patrol standards", and set up a project management organization to facilitate efficient management and protection work. The land protection unit needs to fully consider equip fixed posts, patrol posts, mobile vehicles, drones, and other related land protection manpower and material resources according to the actual situation of the land area

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《****政府采购法》第二十二条规定；

(b****政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目包件一：2025年储备土地全域巡查-(S2以北）是专门面向中小企业采购，包件二：2025年储备土地全域巡查-(S2以南）是专门面向小微企业采购，评审时小型和微型企业产品不再享受 10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业等。
(b)Qualification requirements to be met to implement government procurement policies: (1) Support for SME policies: This project, consisting of two packages, Package A: 2025 Full-area Patrol of Reserved Land ( of S2) and Package B: 2025 Full-area Patrol of Reserved Land (south of S2), is specifically designed for procurement from SMEs. the evaluation process, products from small and micro enterprises will no longer enjoy a 10% price discount.
(2) Support for welfare institutions for the disabled, treating them par with small and micro enterprises, etc.
(c)本项目的特定资格要求：3、须系我国境内依法设立的法人****公司以自己名义参加采购活动）；
4、本项目不允许转包。
