2、具有市政公用工程施工总承包资质三级及其以上资质；
3、企业具有有效的安全生产许可证；
4、拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
5、本项目仅面向中、小、微型等各类供应商采购；
6、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. The bidder must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept participation in procurement activities by branches in their own names); 2. Possessing a Grade 3 or above general contracting qualification for municipal public works construction; 3. The enterprise must have a valid work safety license; 4. The proposed project leader must have a registered constructor professional qualification of Grade 2 or above in municipal public works, possess a valid work safety assessment certificate, and not be the project leader of any other ongoing construction project; 5. This project is only open to procurement from various types of suppliers including medium-sized, small and micro-sized enterprises; 6. Subcontracting is not allowed for this project.
