(c)Specific qualification requirements for this program: (1) Potential bidders who have provided overall design, specification formulation, project management, supervision, testing, or similar services for this procurement project are prohibited from participating in the procurement activities.
(2) Different potential bidders sharing the same legal representative or having a direct controlling shareholding or management relationship are not allowed to participate in the same government procurement activity under this contract.
(3) Subcontracting is strictly prohibited for this project.
(4)This procurement project is specifically targeted at small and medium-sized enterprises (SMEs).
