(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本项目的特定资格要求：3、本项目仅面向中小企业（含中型、小型、微型企业）采购；
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；
6、投标单位须具有电子与智能化工程专业承包二级及以上资质；
7、本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (iii)This project is only for procurement from small and medium-sized enterprises (including medium-sized, small, and micro enterprises).
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)Bidders shall possess a professional contracting qualification of Grade II or above for Electronic and Intelligent Engineering.
(vii)This project does not accept bids from consortia.
