Invitation for Comparison and Selection

卖方****以下简称“比选人”就****2025-2026年度锌锭销售项目进行比选入围，现邀请全球买家参与比选。

The Seller SOREMI S.A.(Republic of Congo) (hereinafter referred to as the Project Owner), is conducting a selection process for candidate participants in its 2025–2026 Zinc Ingots Sales Project. Global buyers are hereby invited to participate in this selection.

一、项目名称及概况:

I Project Name and Profile:

项目名称：****2025-2026年度锌锭销售比选项目。

Project name: 2025-2026 Zinc Ingots Sales Comparison and Selection Project of SOREMI S.A

标的物：索瑞米品牌，非注册锌锭“Zn99.95”（主要）、锌锭“Zn99.98”以及 “Zn99.995”(少量)和极少量锌锭“Zn99.930”。

Subjects: Soremi brand, non-registered zinc ingots “Zn99.95” (main), and zinc ingots”Zn99.98” ”Zn99.995” (a small amount) and Zinc Ingot“99.930”（Very small amount）

标的物数量：自2025年6月(含)至2026年12月(含)的销售, 预计月发运2000-3000吨, 本项目总计发运约40 000吨，接受20%上下浮动。

Quantity of Goods: Sales from June 2025 (inclusive) to December 2026 (inclusive), with an estimated monthly shipment of 2,000–3,000 metric tons. The total shipment under this project is approximately 40,000 metric tons, subject to a fluctuation of ±20%.

二、比选内容:

II Comparison and Selection Contents:

针对标的物，以黑角港FOB为报价基础，买方以美元/吨按非注册锌锭“Zn99.93”、”Zn99.95”、“Zn99.98”、“Zn99.995”级进行报价，及付款条件和融资能力。

Concerning the subject and taking FOB of Port of Pointe Noire as quotation basis, the Buyer shall make quotation in USD/metric ton at Zinc Ingots of“Zn99.93”、”Zn99.95”、“Zn99.98”、“Zn99.995”and shall prove its payment terms and financing capacity.

三、资格要求:

III Qualification Requirements:

3.1具备独立法人营业执照和订立合同的能力；

3.1 The Participants shall have business license of independent legal person and shall have the ability to conclude contracts;

3.2参选人具备独立履行合同的能力，包括专业技术能力、业绩、信誉。

3.2 The Participants shall have the ability to perform contract independently, including professionally technical ability, business performance and reputation.

3.3 参选人注册资金不得少于1000万美金（非美元币种汇率按比****银行外汇牌价中行折算价进行折算）；

3.3 The registered capital of the Participants shall not be less than USD 10 million (the non-USD exchange rate shall be converted according to the BOE conversion rate of Bank of China's foreign exchange quotation on the date of publication of the comparison and selection announcement);

3.4 参选人近三年年均销售金额不得少于1亿美金（非美元币种汇率按比****银行外汇牌价中行折算价进行折算）；

3.4 The annual average sales amount of the Participants shall not be less than USD 100 million (the non-USD exchange rate shall be converted according to the BOE conversion rate of Bank of China's foreign exchange quotation on the date of publication of the comparison and selection announcement);

3.5企业经营状态良好，未发生处于被责令停业、财产被接管、冻结、破产状态的情况。

3.5 The business operation status of the Participants shall be in good condition, and there shall be no situation in which the Participants' companies are ordered to suspend business, the property is taken over or frozen, or the companies are in bankruptcy.

3.6最近三年内经营活动中没有严重违约记录。

3.6 There are no serious default records in operation activities of the Participants for the last three years.

特别提醒：本次比选接受代理商参与。比选结束后，卖方将对入围参选人进行考察，如发现有关资格能力不符合要求或弄虚作假，比选人将取消其入围资格，并保留追偿经济损失和追究其法律责任的权利。

Special reminder: Agents can participate in this comparison and selection. After the comparison and selection, the Seller will investigate the participant candidates. If any noncompliance or falsification of relevant qualification is found for certain participant candidates, such candidates shall be disqualified by the Project Owner. Also, the Project Owner shall reserve the right to claim against these candidates for economic losses and the right to investigate them for legal responsibility.

四、比选文件领取时间、地点和办法

IV Time, Place and Method of Collecting Comparison and Selection Documents

合格的参选人请于2025年6月6 日至2025年6月 9日电话或者邮件报名并领取比选文件，报名时须携带营业执照副本复印件、经办人法人代表授权委托书及身份证复印件，复印件须加盖公章。

The eligible Participants shall register and collect the comparison and selection documents by telephone or email from 26th to 29th May, 2025. They shall bring the copy of business license, letter of authorization from legal representative of the responsible person, and copy of ID card. The copies shall be stamped with official seals.

五、递交参选文件时间、地点

V Time and Place of Submitting Selection Participation Documents

递交参选文件截止时间：2025年 6月 10日上午10：00（**时间）,截止时间后送达的参选文件将被拒收。标书代写

The deadline submitting the selection participation documents is 10:00 a.m.,10th June ,2025 (Beijing time). Those delivered after the deadline will be rejected.

文件递交地点：以电话通知为准。标书代写

Place of document submission: The address will be confirmed .

六、评审方法：综合打分法，按最终得分高低的顺序，前3名为入围供应商。

VI Review Method: comprehensive scoring method, by which the suppliers are ranked based on scores from high to low, with the top 3 suppliers selected as supplier candidates
