(c)本项目的特定资格要求：（1） 须系我国境内依法设立的法人****公司以自己名义参加采购活动）；
（2****管理部门颁发的《民用无人驾驶航空器运营合格证》；
（3）符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Having the Civil Unmanned Aerial Vehicle Operation Certificate issued by the Civil Aviation Administration; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (4) This project does not allow subcontracting.
