1 招标条件

泰国普吉岛二期1x500t垃圾发电EPC总承包项目，建设资金来源已落实，项目已具备采购条件，现对该项目的安装施工分包采用公开竞争性谈判采购。

Tender conditions

The construction fund source of the second phase 1x500t waste power generation EPC general contracting project in Phuket, Thailand has been implemented, and the project has met the procurement conditions. Now the installation and construction subcontracting of the project will be purchased through open competitive negotiation.

1 项目概况与招标范围

Overview of the project and scope of tender

1.1 工程名称：泰国普吉岛二期1x500t垃圾发电EPC总承包项目

Project name:At least 500 tpd municipal solid waste incineration system at phuket municipal solid waste disposal center

1.2 工程地点：泰国普吉岛。

Project location: Phuket Thailand.

1.3 工程规模：1台套500t/d生活垃圾焚烧炉+1台套9.9MW汽轮发电机组。

1.4 标段信息

本次招标拟定1家中标单位，具体标段划分在确定完中标单位后由招标人根据合同要求下发施工任务通知单，中标单位应严格按照施工任务通知单要求进行施工，如若招标人认为中标单位不具备继续施工的能力，招标人有权停止对中标人下发施工任务通知单，中标人应无条件服从招标人的要求，投标人中标后，应严格按照甲方确定的内容及范围进行。若中标人的现场施工无法达到招标人要求，则招标人有权从中标人的标段中切除出部分工作交由其他单位进行施工，对于此，招标人无需给中标人解释，中标人应严格服从招标人规定执行。

Only One company winning bidders are planned for this bidding, and the specific bidding section will be determined after the bid winner is determined, and the tenderer will issue a construction task notice according to the contract requirements.After Party B wins the tender, it must comply with the content and scope determined. If Party B does not meet the requirements of the party calling for tenders, the party calling for tenders shall have the right to remove one part of the work from Party A to another party for execution. It is necessary to explain to the successful bidder and the successful bidder shall comply with the bid solicitor's regulations.

投标人资格要求

Qualification requirements of the bidder

1) 一般安装工程具有建筑机电安装工程专业承包 二级及以上资质或同类工程的专业承包二级及以上资质。

Installation engineering projects generally require a general contractor for Second-class professional contractor for construction mechanical and electrical engineering installation specialized contractor with a professional qualification for the construction of similar projects.

2) 一般安装工程具有房屋建筑工程施工总承包贰级及以上资质。

Installation engineering projects generally require a general contractor having level 2 of construction building and professional level upwards.

3) 企业必须有足够的自有机械、设备。

Enterprises must have enough machinery and equipment

4) 有正在建设或已完工的电力新能源相关项目并提供证明文件。

There are ongoing or completed projects related to new energy in the power sector, and proof documents should be provided.

5) 应提供近五年的类似项目安装施工业绩以及与业绩一一对应的施工合同，如发现造假，承担所有责任，包括由甲方解除合同

Provide construction achievements of similar projects for 5 years and construction contracts corresponding performance. If found fraudulent, will be responsible for all, including the termination of the contract of Party A.

1.6 投标人应在开标前按要求向招标人提交以下文件进行资格后审：标书代写

The bidder must submit the following documents to the bid solicitor for qualification before opening the bid

1) 内部施工许可证扫描件及复印件。

Scans and copies of internal construction permits

2) 按照招标系统要求提交相应资料并审查，同时需将系统要求资料原件在收到招标邀请之后3日内提交至招标人相关联系人员，以保证招标人对资料的真实性进行审查。

Submit the relevant documents and consider the requirements in the bidding system and send initial information on the system requirements for the tenderer's relevant staff within 3 days after receiving the invitation of the party calling for tenders, in order to ensure the truthfulness of the information provided to the tenderer for ratification.

3) 投标人或者投标人上级单位、集团在泰国当****公司，****公司承揽泰国地区的业务，能够提供泰国增值税税票。

The bidder or its superior unit or group in Thailand should have a local branch in the country, which is capable of undertaking business in the Thai region and is able to provide Thai value-added tax invoices.
