Inquiry Announcement for Material procurement in Pasay Reclamation Development Project, Philippines
1 询价条件（Tender Conditions）
因菲律宾帕赛吹填开发项目施工需要，采购机油、液压油、车用齿轮油、工业齿轮油、优质润滑脂冷却液、锂基酯物资，现已具备询价条件，根据国家法律法规和****（以下简称中交特种）物资采购管理规定，通过公开询价方式采购物资，欢迎符合资格条件的供应商积极参与。
To meet the construction needs of the Pasay Reclamation Development Project in the Philippines, Purchase engine oil, hydraulic oil, automotive gear oil, industrial gear oil, high-quality grease coolant, lithium ester materials. The Request Quote is now open in accordance with national laws, regulations, and the procurement management rules of China Communications Special Engineering Co., Ltd. (hereinafter referred to as "CCSE"). Qualified suppliers are invited to participate.

项目地处菲律宾马尼拉帕赛市马尼拉湾，菲律宾帕赛吹填开发项目物资采购。
The project is located at Manila Bay, Pasay City, Metro Manila, Philippines.
2.2 询价内容及要求（Tender Content and Requirements）
有意向者请认真阅读报价单的要求和说明，合理报价。附件“菲律宾帕赛吹填开发项目物资采购报价单”
Interested parties must carefully read the requirements and instructions in the quotation sheet. Please see the attachment: *Quotation Form for WMaterial procurement in Pasay Reclamation Development Project*.
3 报价响应供应商的资格要求（Qualification Requirements for Bidding Suppliers）
3.1基本条件（Basic Conditions）
（1）要求供应商实力强、具有可靠良好的资信状况。
Suppliers must demonstrate strong capabilities and reliable credit standing.
（2）具有独立承担民事责任能力。
Possess independent legal capacity to bear civil liabilities.
（3）具有良好的商业信誉和健全的财务会计制度。
Maintain good commercial reputation and sound financial accounting systems.
（4）具有依法缴纳税收和社会保障资金的良好记录。
Maintain a valid record of tax payments and social security contributions.
（5）参加本批采购报价响应的供应商前三年内没有法律纠纷及不良记录，在经营活动中没有重大违法记录。
No legal disputes,or major violations in business activities within the past three years.
（6）法律、行政法规规定的其他条件。
Other conditions stipulated by laws and regulations.
（7）报价响应供应商必须具有完善的服务机构和服务体系。
Bidding suppliers must have a comprehensive service network and system.
3.2具体条件（ Specific Conditions）
（1) 报价响应供应商应保证：所提供的物资符合国家和项目所在国家相关行业标准；所提交的报价文件的所有内容真实合法有效，报价响应供应商所提供的物资应当符合报价及报价响应文件的要求，无权利瑕疵，否则，应承担由此给采购单位造成的一切损失及相关责任。
The supplier of the quotation must ensure that the materials provided meet the national and project country standards. All submitted materials must be authentic, legal and valid. The materials must meet the inquiry requirements and have no ownership defects; otherwise, the supplier shall bear all losses and responsibilities caused thereby.
（2)不接受联合体报价。
Joint bids are not accepted.
4 询价文件的递交与开标（Submission of inquiry documents and bid opening）标书代写
4.1 采购人于2025年6月23日16时00****集团供应链信息管理信息平台发布物资采购询价公告。请有意参与报价的供应商在上述日期内参与响应（网址：http://ec.****.cn/PMS）。
The tenderer published this notice via the **CCCC Group Supply Chain Information Management Platform** on 16:00 June 23, 2025**. Interested suppliers must submit responses within the specified period (Website: [http://ec.****.cn/PMS](http://ec.****.cn/PMS)).
4.2不邮寄询价文件。
No physical copies of inquiry documents will be mailed.
5 报价响应文件的递交（Submission of Bidding Documents）
5.1电子报价响应文件递交的时间为： 2025年6月27日 18时 00 分前。报价响应人应当通过中国交建采购管理信息平台供应商页面（网址：http://ec.****.cn/PMS）上传，递交时间即为上传成功时间。标书代写
Electronic Quote must be submitted by **18:00 on June 27, 2025** via the **CCCC Procurement Management Information Platform** (Supplier Portal: [http://ec.****.cn/PMS](http://ec.****.cn/PMS)). The submission time is the successful upload time.
5.2逾期未上传成功的报价响应文件，采购询价人不予受理。
Late submissions will not be accepted.
