简要规则描述：项目位于**市**区金高路1777号，西临金高路，南抵佳林路。建筑面积为26007.14平方米，其中地上建筑面积18250.28平方米，地下建筑面积7756.86平方米，中心现状：停车位198个，其中地上23个，地下175个。现状主要****中心、游泳馆、乒乓球室、篮球馆、舞蹈房等体育功能用房，展厅、专用教室、培训教室、工作室、多功能厅、图书馆等文教功能用房，便民金融服务、食堂等便民服务用房，以及办公室、会议室等办公用房。目前建筑处于改造提升实施中，相关区域根据改造进度逐步开放。本项目拟通过竞争性磋商的方式选择一家合格的供应商，负责金高大楼的运营管理工作，内容包括但不限于：大楼运营服务、维修养护管理服务、公共环境管理服务、公共安全及秩序保障服务、会务活动保障服务及后勤保障服务。（具体详见第三章采购需求书）
Brief Specification Description: The project is located at No. 1777, Jingao Road, Pudong New Area, Shanghai. It is bordered by Jingao Road to the west and Jialin Road to the south. The building area is 26,007.14 square meters, including 18,250.28 square meters of above-ground building area and 7,756.86 square meters of underground building area. The current status of the center: there are 198 parking Spaces, including 23 above-ground and 175 underground. The current main functional rooms include sports functional rooms such as the Party and Mass Center, swimming pool, table tennis room, basketball court, and dance studio, cultural and educational functional rooms such as exhibition halls, specialized classrooms, training classrooms, studios, multi-functional halls, and libraries, convenient service rooms such as convenient financial services and canteens, as well as office rooms such as offices and meeting rooms. 合同履约期限：2025年7月21日至2025年12月31日。

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《****政府采购法》第二十二条规定；

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.****.cn) and China Government Procurement Network (www.****.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
