******公司（以下简称“招标方”）计划在刚果（金）**年产10万吨级硫酸装置，现面向社会公开招标设计服务单位。依据《******公司采购管理制度》，特发布本公告。
一、项目概况
1. **项目名称**：刚果（金）铜湿法冶炼配套硫酸厂工程设计
2. **项目地点**：刚果民主**国境内招标方指定厂区
3. **设计规模**：
- 硫酸产能：≥10万吨/年（98% HSO）
- 副产品：3.82MPaG、450℃过热蒸汽（≥15t/h）
- 发电机组：3MW抽凝式机组
4. **工艺要求**：
- 采用“3+1”两转两吸工艺（参考**化工院专利ZL 2024 1 ****034.4）
- 总转化率≥99.85%，尾气SO≤564mg/Nm3
- 集成余热发电系统（产汽率≥1.2吨蒸汽/吨硫酸）

三、投标人资格
1. **必备资质**：
- ****药行业设计甲级资质或国际同等资质
- ISO 9001质量管理体系认证
2. **业绩要求**：
- 近5年完成2个及以上非洲地区硫酸/化工厂设计案例（需提供合同证明）
- 掌握硫磺制酸“3+1”两转两吸工艺实操经验
3. **本地能力**：
- 在刚果（金）设有分支机构或**团队（需提供驻地人员名单）
- 熟悉刚果金矿业安全条例（Annex VII）及环保标准
四、招标文件获取

Yunnan Jinxun - JCM Sulfuric Acid Plant Design Project Bidding Notice
Yunnan Jinxun Resources Co., Ltd (hereinafter referred to as “the bidder”) plans to build a new sulfuric acid plant with an annual output of 100,000 tons in the Democratic Republic of the Congo (DRC), and is now open to public bidding for design services. According to “Yunnan Jinxun Resources Co., Ltd. procurement management system”, this announcement is issued.
I. Project Overview
1. **Project Name**: Engineering Design of Sulfuric Acid Plant for Copper Wet Smelting in DRC
2. **Project location**: plant designated by the bidder in DRC
3. **Design Scale**:
- Sulfuric acid capacity: ≥100,000 tons/year (98% HSO)
- By-product: 3.82MPaG, 450℃ superheated steam (≥15t/h)
- Generator set: 3MW Condenser units
4. **Process requirements**:
- Adopt “3+1” two-rotation and two-absorption process (refer to Yunnan Chemical Industry Institute patent ZL 2024 1 ****034.4)
- Total conversion rate ≥99.85%, tail gas SO≤564mg/Nm3.
- Integrated waste heat power generation system (steam production rate ≥1.2 tons of steam/ton of sulfuric acid)
II. Scope of Bidding

> Note: The complete technical requirements are detailed in the attached “Design Input Base Data Package”, design scope: feasibility study + construction drawings, the scope of the entire sulfuric acid plant from scratch to be able to operate properly are required for the design.
Third, the bidder qualifications
1. **Required qualifications**:
- Class A qualification in chemical, petrochemical and pharmaceutical industry design or international equivalent qualification
- ISO 9001 Quality Management System Certification
2. **Performance Requirements**:
- Completed 2 or more cases of sulfuric acid/chemical plant design in Africa in the past 5 years (proof of contract must be provided)
- Mastering the “3+1” two-rotation-two-absorption process of sulfuric acid production
3. **Local Capability**:
- Have a branch office or cooperative team in DRC (need to provide a list of resident personnel)
- Familiar with DRC mining safety regulations (Annex VII) and environmental protection standards.

V. Bidding Requirements
