(b)Qualification requirements to be met to implement government procurement policies: (1) This project is aimed at large, medium, small, and micro enterprises. For small and micro enterprises, according to the "Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises" (Caiku [2020] No. 46) and the "Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises" (Caiku [2022] No. 19), a 10% deduction will be given from their quotations. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织，具有与委托业务相关的履约能力；4、本项目不接受组成联合体；5、法定代表人或企业负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段磋商；6、具备城乡规划编制资质证书乙级及其以上。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or unincorporated organization established within the territory of China in accordance with the law, and have the ability to perform the entrusted business; 4. This project does not accept the formation of a consortium; 5. The legal representative or enterprise leader of the same person or different suppliers with controlling or management relationships shall not participate in the negotiation of the same section; 6. Having a qualification certificate of Grade B or above for urban and rural planning compilation.
