Ⅲ. Background

为全面落实省市关于****科****工作部署，积极培育全省新动力源和增长极，全面支撑全省打造具有重要影响力的科技创新策源地，推动**东向发展，融入长三角一体化发展格局，启动****科学城**半岛区域规划及核心区城市设计（以下简称“半岛规划”）工作，制定具有世界级、国际化、科技范、生态型特色的规划方案，站在**省乃至更大范围视野，科学规划未来10年、25年的发展愿景，深化近中远期发展重大任务，指导**半岛区域高水平建设和高质量发展。

To fully implement the provincial and municipal directives on the substantive reform of Hefei Binhu Science City, this initiative aims to cultivate a new engine of growth and a dynamic innovation hub for Anhui Province. It seeks to support the province in building a significantly influential source of scientific and technological innovation, promote Hefei's eastward development, and advance integration into the Yangtze River Delta region. Against this backdrop, the “Peninsula Planning” project—covering the regional planning of the Chaohu Peninsula and the urban design of its core area—has been officially launched. The goal is to formulate a world-class, international, technology-oriented, and ecologically sustainable planning scheme. With a forward-looking perspective that considers both Anhui Province and broader regional development, the project aims to scientifically chart a vision for the next 10 and 25 years, deepening the major tasks for the short-, medium-, and long-term development, and guiding the high-level construction and high-quality development of the Chaohu Peninsula.

四、招标内容与范围

IV. The Content and Scope of the Tender

（一）半岛区域规划（含环**周边战略研究）

Section I: Regional Planning of the Peninsula (Including Strategic Research on the Chaohu Lake Surroundings)

坚持整体谋划和重点突破有机结合，一体化推进环湖整体发展与半岛区域规划建设。重点开展半岛区域规划，聚焦**半岛区域约700平方公里范围。同步开展环**周边战略研究，着眼环**周边2650平方公里范围（含**水域面积784平方公里）。

This project aims to promote the integrated development of the Chaohu Lake region and the Chaohu Peninsula through a coordinated approach that combines holistic planning with targeted breakthroughs.. The core focus is on the regional planning of the Chaohu Peninsula, covering approximately 700 square kilometers. Meanwhile, strategic research will be conducted on the broaderChaohu Lake area, encompassing around 2,650 square kilometers (including the 784-square kilometers of lake surface).

1. 环**周边战略研究

(I) Strategic Research on the Chaohu Lake Surroundings

站在提升**城市能级、服务全省大局的视角，研究环**综合保护与绿色发展战略，开展科技创新协同、新质生产力空间布局、综合交通体系构建、生态环境保护、环湖风貌塑造等方面的统筹协调路径。

From the perspective of elevating Hefei's urban capacity and serving the overall development strategy, this study will explore comprehensive protection and green development strategies for the Chaohu Lake region. It will propose coordinated approaches across several dimensions, including: collaborative innovation in science and technology, spatial distribution of new-quality productive forces, construction of an integrated transportation system, ecological and environmental protection, and the shaping of the lakeside landscape.

2. 半岛区域规划

(II) Regional Planning of the Peninsula

聚焦打造科技创新策源地背景下的关键地区谋划、科技创新全链条塑造背景下的未来产业先导区布局、大湖生态本底特色基础上的理想城市空间格局、世界级科技创新地标愿景下的人才高地建设策略等若干关键议题，进行总体战略与空间格局谋划，打造**高质量发展新引擎、长三角科产城人融合发展新标杆、新质生产力发展新高地、国际科技交流**新枢纽。

This part focuses on several key issues such as the strategic planning of pivotal regions in the context of building a hub for technological innovation, the spatial layout of future industrial pilot zones aligned with a comprehensive innovation chain, envisioning an ideal urban spatial structure based on the ecological characteristics of the lake region, and formulating a strategy for constructing a talent hub that support the creation of world-class technological innovation landmarks. An overarching development strategy and spatial framework will be proposed to create a new engine for high-quality development in Anhui, to set a benchmark for integrated development of science, industries, cities, and people in the Yangtze River Delta, and to foster a new high ground for the development of new-quality productive forces, and to build a new hub for international scientific and technological exchange and cooperation.

3. 专题研究

(III) monographic studies

为支撑半岛区域规划，开展《科技创新与产业空间布局统筹研究》《综合交通体系研究》《****示范区研究》三个专题研究。

To support the planning of the Peninsula region, three specialized studies will be conducted: "Coordinated Study on Technological Innovation and Industrial Spatial Layout", "Comprehensive Transportation System Study", and "Green Development Demonstration Zone Study". These studies aim to provide a scientific basis for the sustainable and integrated development of the region, focusing on innovation-driven growth, efficient transportation networks, and environmentally friendly urbanization.

（二）核心区城市设计

Section II: Urban Design of the Core Area

1.总体设计策略。

(I) Overall Design Strategy

结合半岛区域规划研究选定4个组团，总面积约60平方公里，开展核心区城市设计，深化细化核心区道路交通与公共空间骨架、空间功能布局和空间形态设计。学习借鉴曼哈顿、芝加哥、圣地亚哥等地城市设计理念，从发展定位、区域结构、功能布局、生态环境、公共空间、城市景观、重要公建、建筑形态、开发强度、交通系统及地下空间等各方面进行系统考虑，对核心区进行一体化的城市空间设计。在传统城市设计工作基础上，与交通、科创、产业专业团队互动，形成技术综合、研究深入、务实细致的设计蓝图。

Based on the findings from the Peninsula regional planning study, urban design of the core area will focus on four selected clusters with a total area of approximately 60 square kilometers. This design will refine the core area's road network, public space framework, spatial function layout, and spatial form design. Drawing on urban design concepts from cities such as Manhattan, Chicago, and San Diego, the strategy will systematically address various aspects such as development positioning, regional structure, functional layout, ecological environment, public space, cityscape, key public facilities, architectural forms, development intensity, transportation systems, and underground spaces. The integrated spatial design of the core area will be developed through close collaboration with experts in transportation, technological innovation, and industrial planning, ensuring a technically robust and pragmatic design blueprint that builds on traditional urban design approaches.

2.设计管控导则。

(II) Design Control Guidelines

彰显地域特色，延续地域空间肌理，营造嵌山拥湖、绿荫环绕、安静**的科创环境，制定合理管控和有序引导开发建设的措施。制定核心区设计管控导则，科学合理确定不同分区的开发强度、建筑高度、开发容量，制定区域、路径、界面、节点和地标的布局要求。

To highlight regional characteristics and preserve the local spatial texture, the design control guidelines for the core area aim to create a tranquil, green, and innovation-oriented environment that embrace mountains and lakes. These guidelines will establish rational and orderly control measures to guide development and construction, including clearly defined standards for development intensity, building height, and development capacity for different zones, as well as layout requirements for districts, pathways, interfaces, nodes, and landmarks.

3.重点地区设计指引。

(III) Design Guidelines for Key Areas

识别重要地区，提出重要地标建筑创意，打造临湖最美天际线，塑造一流城市形象。形成重点地区设计指引，为核心区开发强度、地标形象、空间肌理、视线廊道和天际线等规划建设提供支撑。

The design guidelines for key areas aim to identify significant locations within the core area and propose creative concepts for landmark buildings, crafting the most beautiful skyline along the lake and shaping a first-class urban image. These guidelines will provide support for the planning and construction of the core area in development intensity, landmark imagery, spatial fabric, visual corridors, and the skyline.

五、竞赛规则

V. Competition Rules

1.第一阶段：入围遴选阶段

Stage 1. Pre-qualification

申请单位按要求提交资格预审申请文件，由主办****委员会，对申请单位提交的资格预审申请文件进行评审，择优评选出8家入围投标团队（含联合体，下同；以下简称“投标团队”）。资格预审结果经主办单位确认后在相关平台对外公布。

Applicants must submit the pre-qualification application documents as required. A Pre-qualification Review Committee will be established by the Host to evaluate these documents. Eight shortlisted consulting teams (including consortia, referred to as "Consulting Teams") will be selected for the next stage. The pre-qualification result will be confirmed by the Host and publicly announced on relevant platforms.

2.第二阶段：咨询设计阶段

Stage 2. Design Consulting

(1) 8家咨询团队开展方案编制，并按时提交正式的成果文件，每家咨询团队限报1个方案，咨询团队以外的单位报送的方案将不予受理。咨询设计期间将组织启动会、技术交底会、调研和中期交流汇报会（具体以实际工作安排为准）。

(1) The eight consulting teams will develop and submit formal proposal deliverables within the specified timeline. Each team may submit only one proposal. Submissions from organizations other than the shortlisted consulting teams will not be accepted. During this stage, a kick-off meeting, technical briefing, site visit, and interim presentation will be organized (subject to the actual schedule).

(2)由主办****委员会，对咨询团队提交的方案进行评审，并根据评选规则评选出三个优胜奖。

(2) A Scheme Review Committee will be set up by the Host to evaluate the deliverables submitted by the consulting teams. Three winning teams will be awarded according to evaluation rules.

六、竞赛奖金及后续深化工作

Ⅵ. Awards and Follow-up Work

咨询团队在提交符合《技术文件》要求的成果文件，并通过专家评审，且提交经主办单位确认的修改完善成果后，可获得由承办单位支付的相关费用，具体如下：

After submitting the deliverables that meet the requirements of the Technical Document, passing the expert evaluation, and providing revised proposals as confirmed by the Host, the consulting teams will be elligble for compensation paid by the Organizer as follows:

(1)咨询费用：入围咨询团队将分别获得咨询费用100万元/家（人民币，含税，下同）；

(1) Consulting fees: Each shortlisted consulting team will receive a consulting fee of CNY 1 million (including tax; same below).

(2)优胜奖金：各优胜方案单位将额外获得奖金100万元/家。

(2) Winning bonus: each winning team will receive an additional bonus of CNY 1 million.

注：****委员会评定为无效方案的咨询团队，将不能获得国际咨询相关费用。

Note: Consulting teams whose proposals are deemed invalid by the Scheme Review Committee will not be eligible for any fees related to the International Consultation.
