3、具有人社局颁发的有效期内的劳务派遣经营许可证；
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参****政府采购活动；
6、本项目不允许转包；
7、本项目专门面向中小微企业采购。

(c)Specific qualification requirements for this program: 3. Have a valid labor dispatch business license issued by the human resources and social security bureau;
4. Potential bidders providing overall design, specification preparation, or project management, supervision, testing and other services for the procurement project shall not participate in the procurement activities of this project;
5. Different potential bidders with the same unit responsible person or with direct holding or management relationships shall not participate in the government procurement activities under the same contract;
6. Subcontracting is not allowed in this project;
7. This project is specially procured for small, medium and micro enterprises.

Other materials to be carried for bid opening: Provide one original and four copies of the bid documents (paper documents) sealed, which must be consistent with the uploaded electronic bid documents. In case of any discrepancy between the uploaded electronic bid documents and the paper bid documents, the uploaded electronic bid documents shall prevail. The paper documents are only for reference and not used as the basis for evaluation. The legal representative of the bidder or its authorized bidder representative shall attend the bid opening meeting with the CA certificate used for bidding and a laptop with wireless internet access.
