The Government of Türkiye has received a loan in the amount of USD 250 million from the World Bank to finance the Türkiye Preparedness for Public Health Emergencies Project (TPPHEP). Part of the loan proceeds will be applied to payments for goods, works, non-consulting services and consulting services to be procured under TPPHEP.

Within this scope, a GMP (Good Manufacturing Practices) Expert will be recruited to be employed in the General Directorate of Public Health of the Ministry of Health of Republic of Türkiye. The Consultant will be employed on a part-time basis until the end of the Project. The contracts may be annually renewed for the duration of the Project, based on the requirements of the Administration, the performance of the Consultant and the availability of the sources of funding. The assignment is expected to start in August 2025.

Required Qualifications:

The GMP Expert will have the following qualifications:

General Directorate of Public Health invites eligible individual consultants to express their interests for providing of the services mentioned in the Terms of Reference which is accessible at https://hsgm.****.tr/tr/dunya-bankasi-ilanlari.****. Individual consultants wishing to submit expressions of interest are required to deliver their CVs, which show to what extent they have the qualifications in accordance with the order under the above heading of "Required Qualifications" and will be prepared in line with the template in the Annex in Turkish, and their applications letters including phone number, address and Application Number (TPPHEP/HSGM/2025/CS/L.1.1/IC/4 – GMP (Good Manufacturing Practices Expert) of the position applied and copies of the documents referred in their CVs such as diploma, certificate, reference letter etc. to the below addresses by means of mail, e-mail or by hand no later than 06.00 p.m. on 31.****.

In order to document the relevant items under the section of Required Qualifications, applicants are required to submit:

A verifiable Social Security Institution (SSI) service record obtained via the e-Government system, or service-related contracts and supporting documents such as completion certificates, interim payment certificates demonstrating the works performed, along with reference letter obtained from the previous employers for Item 4,

Statements made during the application or supporting documents related to the service for Items 5, 6, 7, 8, 9, 10, and 11.

The selection of the consultant will be carried out in accordance with the procedures set forth in the World Bank’s Procurement Regulations, revised in September 2023. Only shortlisted candidates will receive feedback.
