REQUEST FOR EXPRESSION OF INTEREST (REOI)
SINDH HUMAN CAPITAL INVESTMENT: 1000 DAYS INTEGRATED HEALTH AND POPULATION PROGRAM
The Government of Sindh with the financial assistance of World Bank under IDA Credit No. 7237 is implementing the Sindh Integrated Health and Population Project with the total approved cost of US$ 280 Million. The project envisages universal health coverage (UHC) through enhanced access to integrated reproductive, maternal, neonatal, child, adolescents, health, nutrition (RMNCAH+N) and family planning services. It is based on continuum of care approach and aims at women empowerment including women economic empowerment through skill development and micro-financing managed by a third party.
The Sindh Integrated Health and Population Project (SIHPP) intends to engage Individual Consultants to support the development of an IT-based Electronic Medical Record (EMR) system, under the PMITU of SIHPP.
The required academic qualifications, experience, and other requirements for the positions are as under:

IT Officer (PPS-09) |
Academic Qualification: Bachelor’s degree in computer science, Software Engineering, or a related field. Job Experience:
At least 3 years of proven experience as a Developer.
Experience with the MERN stack is highly preferred.
Proficiency in front-end and back-end technologies: JavaScript, HTML/ CSS, Node.js, React, Angular, Python, Ruby on Rails, etc.
Strong experience with relational and non-relational databases such as MySQL, PostgreSQL, and MongoDB.
Familiarity with cloud platforms like AWS, Azure, or Google Cloud.
Experience using Git for version control.
Basic understanding of GIS systems.
Knowledge of Agile methodologies (Scrum, Kanban, etc.).
Excellent problem-solving and debugging skills.

Data Processing Officer (PPS-09) |
Academic Qualification: Bachelor’s degree in computer science, Data Science, Statistics, or a related field. Job Experience:
Minimum 3 years of experience in QA engineering/ data engineering
Proficiency in automation testing tools and frameworks.
Strong understanding of QA methodologies, tools, and processes.
Experience with data visualization tools: Power BI, Tableau, Google Data Studio.
Proficient in scripting languages such as Java, JavaScript, Python.
Knowledge of statistical analysis and predictive modeling techniques.
Prior experience working with healthcare data is a plus.

Networking Officer (Data Documentation) (PPS-07) |
Academic Qualification: Bachelor’s degree in computer science, Network Engineering, or related field. Job Experience:
1 year of experience in networking and software development (preferred).
Proficiency in networking protocols (TCP/IP, DNS, VPN, etc.).
Knowledge of MERN stack is an advantage.
Basic programming skills in Python, JavaScript, or PHP.
Familiarity with cybersecurity and network security practices.
Good analytical and troubleshooting skills.
Ability to work both independently and as part of a team.

The above selection will be made in accordance with the “Individual Consultant Selection method” set out in the World Bank Procurement Regulations for IPF borrowers, revised February 2025.

Only shortlisted candidates will be contacted for a test and/or interview.
TA/DA will not be admissible to the candidates appearing for interview.
