Assignment Title: LOC Technical Service Consultant for Enterprise Applying for Loans

Reference No. : YT-CS-3-1

Yantai Marine Economic Research Institute has received financing from the World Bank toward the cost of China Food (Shandong Yantai Aquatic Products) Safety Demonstration Project and intends to apply part of the proceeds for consulting services.

The refinancing service for the food safety industrial chain in Yantai City is one of the important components of the capacity building of this Project. Given that food safety enterprises in Yantai City lack experience in foreign-funded loan projects and face difficulties in obtaining loans, this consulting service is mainly targeted at loan enterprises. It provides targeted technical services to promote the development of credit business in the food safety industrial chain. (1) We will establish a project database for the aquatic products industrial chain in Yantai City; (2) We will check the food safety compliance of the loan enterprises; (3) We will review and track the implementation and effectiveness of the loan projects. Thereby, it can play a role in achieving the objective of elevating the safety level of the food industry in Yantai City.

The consulting service for this Project is expected to start from September 2025 (calculated from the date of signing the contract by both parties), and scheduled to terminate on March 2029. The estimated level of effort is 112 professional staff-months.

Yantai Marine Economic Research Institute now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The Consultant shall meet the following minimum qualification requirements:

This consulting services require the consulting companies to have good operating conditions and financial indicators, and have successful similar experience in preparing business plans, feasibility studies, or project proposals for enterprises. It shall have domestic or international financing project service experience. Having a full understanding of the operating status of the entire aquatic industry chain enterprises and farmers' markets in Yantai City; business plans, feasibility studies, and project proposals involving aquatic/food-related enterprises are preferred.

The documents to be submitted by the Consultant include the following documents but not limited to:

i) contact person and his/her details (e.g. address, telephone number, e-mail address, etc.);.

ii) a general description or brochure of the company;

iii) a description of the organization, personnel and facilities of the company.

iv) a list of projects undertaken, including completed projects.

v) other necessary documents that the company considers to be indicative of its ability to complete the project and the company's competitiveness; and

vi) Agreement of Intent for Joint Venture or Major Subcontractor of the Consulting Services (if any).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Each of the members of the joint venture must be reasonably strong on their own to carry out the assignment in the event the other members of the JV withdraw. Therefore, each member of a JV shall meet the shortlisting criteria on their own.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
