(b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at small and micro enterprises; it promotes government procurement of energy-saving products and environmentally labeled products. It also facilitates the development of small and medium-sized enterprises, prison enterprises, welfare units for the disabled, and other relevant government procurement policies

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织****公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5、项目不允许转包。

(c)Specific qualification requirements for this program: 3. The participant must be a legal person or unincorporated organization legally established within China (branches are not accepted to participate in procurement activities in their own name for this project); 4. Suppliers that comply with the provisions of Article 17 of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas" (Shanghai Financial Procurement [2024] No. 12) are not allowed to participate in the procurement activities of this project; 5. Subcontracting is not allowed for this project.
