(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically for small and medium-sized enterprises to purchase. (c)本项目的特定资格要求：1）具备市政公用工程施工总承包三级及以上资质，并具备有效的安全生产许可证；2）拟派项目经理具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在****政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动；5）本项目专门面向中型、小型、微型企业采购；6）本项目不接受联合体形式。

(c)Specific qualification requirements for this program: 1) Have the qualification of general contracting for municipal public engineering construction level 3 or above, and have a valid production safety license; 2) The project manager is to be assigned to have the professional qualification of registered construction engineer of municipal public engineering level 2 or above, and has an effective production safety assessment certificate; 3) The person in charge of the unit is the same person or a different supplier with direct controlling or management relationship, and shall not participate in government procurement activities under the same contract; suppliers who provide overall design, standardized preparation or project management, supervision, inspection and other services for this project shall not participate in procurement activities of this project; 4) When a branch established by a legal person in accordance with the law participates in bidding in its own name, it shall provide relevant supporting materials for registration in ac
