招标文件领取方法 请****集团有限公司供应链数字化平台（https://bid.****.cn/home/#/navigation）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。注：1.供应商注册要求：1)新供应商注册填报目标单位点选：****；是否参与公开项目点选：否。2）在中国海油供应链数字化平台完整、准确填写所需信息；3）个体工商户不具有法人资格，不符合投标资格要求，因此，填写单位类别为“个体经营”的新注册供应商，将不予通过。2. 系统操作支持服务：****282020。3. 本项目不用办理CA证书，所递交的投标文件均须带有投标人公章。4. 已在中国海油供应链数字化平台发起禁用处理流程的供应商，在处理期间已获取中标资格但未发出中标通知书的将暂缓授标，处理结果确认禁用的将取消其中标资格。5. 中国海油严厉打击串通投标、弄虚作假等违法违规行为，每个采购项目均对应答人的文件制作机器码、文件创建标识码和投标电脑MAC地址、IP地址、投标文件内容进行查验。请各应答人高度重视投标工作，在本单位办公所在地、使用办公IP下载采购文件并自行独立编制、上传应答文件。6. 被认定为“属于应答人相互串通投标”、“视为应答人相互串通投标”或“提供虚假投标资料”的供应商，将按照中国海油相关制度规定，对围标串标的应答人处以禁用两年及以上的处理，对提供虚假投标资料的应答人处以禁用一年及以上的处理，处理期内不能参与新的投标活动。7. 评标结束后应答人可以在中标候选人公示期间提出异议，进一步可通过投诉寻求行政救济，由行政监督部门做出认定，同时，对“应答截止后撤销应答文件的，以及在中标公示或公告阶段，中标候选人放弃中标资格”“获取中标资格或成交资格拒绝签订合同”的供应商，将按照中国海油相关制度规定，对供应商给予禁用一年及以上处理，处理期内不能参与新的投标活动。
