(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and medium-sized enterprises. Implement the "Notice on the Measures for the Promotion of the Development of Small Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), "Notice on Further Strengning the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19). If procurement meets the government's mandatory procurement of energy-saving products, encourages environmental protection products, supports welfare enterprises, promotes the employment of the disabled, supports small and micro enterprises, prison and drug rehabilitation enterprises, and other policies, the relevant policies will be implemented.

(c)本项目的特定资格要求：3.1根据《****政府采购供应商信息登记管理办法》已登记入库的供应商。
3.2本项目不允许联合体形式投标。
3.3未被列入《信用中国网站》（www.****.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.****.cn）政府采购严重违法失信行为记录名单。
3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。
3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动。
