（2）具有建筑工程施工总承包资质三级及其以上资质。
（3）安全生产许可证（有效期内）。
（4）投标人拟派项目经理的建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
（5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
（6）没有因发生生产安全事故被****管理部门暂停承接业务且在限制期内的。
（7）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: (1) It must have an independent legal person registered in accordance with the law, a natural person or other organization with the ability to independently bear civil liability. (2) Have the qualification of general contracting of construction engineering construction level 3 or above. (3) Safety production license (within the validity period). (4) The bidder's proposed project manager has the qualification of a second-level (including above) registered constructor in the construction engineering profession, has a valid safety production assessment certificate, and has not served as the project manager of other construction projects under construction. (5) The person in charge of the unit is the same person or different suppliers with direct controlling and management relationships, and shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation or project management, supervision, testing and other
