一、询价内容Inquiry Contents

二、报价Offer

2.1 表中综合单价为产品运到需方施工现场除设备及易损配件费以外的价格，包含但不限于：运杂费、装车费、管理费、利润、服务费、财务费用、税金等一切费用。

The comprehensive unit price in the table represents the price of the product delivered to the buyer's construction site, excluding the costs of equipment and easily damaged parts. It includes but is not limited to: transportation and handling fees, loading and unloading fees, management fees, profit, service fees, financial expenses, taxes, and all other related costs.

2.2 运输费指把设备由生产所在地完好无损地运至询价方指定交货地点所发生的一切费用。

Transportation fee refers to all the expenses incurred in transporting the equipment from its production location to the delivery location specified by the inquiry party in perfect condition.

2.3 本次招标数量为暂定数量，不作为最终结算依据。需方有权根据工程实际需求进行数量调整，且定价方式不变，最终结算数量以需方验收合格的数量为准。

The quantity in this tender is a provisional figure and shall not be used as the final settlement basis. The buyer has the right to adjust the quantity according to the actual needs of the project, and the pricing method remains unchanged. The final settlement quantity shall be based on the quantity that is accepted as qualified by the buyer.

2.4 产品需提供产品检验报告、出厂检验报告、送货单、合格证等资料。

The product must provide relevant documents such as the product inspection , factory inspection , delivery note, and certificate of conformity.

2.5 投标人开具符合菲律宾相关法律要求的形式发票，并对所提供的发票真实性、合法性、有效性负责并符合项目所在地税务部门的规定。

The bidder shall issue a formal invoice that complies with the relevant laws of the Philippines. They shall be responsible for the authenticity, legality and validity of the invoice and ensure it is in accordance with the regulations of the local tax authorities of the project location.

二、支付方式

3.1 无预付款。

No advance payment.

3.2 详见“询价单”询价说明。

For details, please refer to the "Quotation Request" for the quotation instructions.

三、质量要求、技术标准Quality requirements, technical standards

4.1投标人应严格按招标人提供的技术要求及国家颁发的规范和标准进行加工和生产。

The bidders should strictly follow the technical requirements provided by the tenderer and the regulations and standards issued by the state for processing and production.

4.2 到场设备应具有同产品相符的产品合格证、材质检验单、物资清单等质量证明文件。国家标准及招标方业主施工指南技术规范。

The on-site equipment should have the product qualification certificate, material inspection , material list and other quality certification documents that are consistent with the product. National standards and the technical specifications of the construction guidelines provided by the tenderer's owner.

四、报价人资格要求Requirements for Bidders

5.1要求供应商实力强、具有可靠良好的资信状况。

Suppliers must demonstrate strong capabilities and reliable credit standing.

5.2具有独立承担民事责任能力。

Possess independent legal capacity to bear civil liabilities.

5.3具有良好的商业信誉和健全的财务会计制度。

Maintain good commercial reputation and sound financial accounting systems.

5.4具有履行合同所必需的设备和专业技术能力。

Have necessary equipment and technical expertise to fulfill the contract.

5.5具有依法缴纳税收和社会保障资金的良好记录。

Maintain a valid record of tax payments and social security contributions.

5.6参加本批采购报价响应的供应商前三年内没有法律纠纷及不良记录，在经营活动中没有重大违法记录。

No legal disputes,or major violations in business activities within the past three years.

5.7法律、行政法规规定的其他条件。

Other conditions stipulated by laws and regulations.

5.8报价响应供应商必须具有完善的服务机构和服务体系。

Bidding suppliers must have a comprehensive service network and system.

五、询价文件的获取Acquisition of Quotation Documents

凡有意参加投标者，请于（报名截止时间，**时间，下同）2025年 8月30日9 时00分至 2025 年9月2日9时30分，****集团供应链管理信息系统报名并下载电子采购文件。标书代写

All those who are interested in participating in the bidding should log in to the Supply Chain Management Information System of China Communications Construction Company from 9:00 am on August 30, 2025 to 9:30 am on September 2, 2025 to register and download the electronic procurement documents. (Registration deadline, Beijing time, the same below)

六、报价文件的递交Submission of the quotation document

7.1 文件递交的截止时间为（投标截止时间）2025年9月2日9时30分，投标人应在截****集团供应链管理信息系统递交电子投标文件。标书代写

The deadline for submitting the documents is 9:30 on September 2, 2025. Bidders should submit the electronic tender documents through the China Communications Group Supply Chain Management Information System before the deadline.

7.2 逾期未提交的报价文件，视为放弃报价。

If the quotation documents are not submitted by the due date, they will be regarded as a waiver of the quotation.
