****（招标代理）受JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD.（招标人）的委托，就其****城市综合体项目消防工程设计施工一体化（EPC）（项目名称）进行公开招标，现就有关事宜公告如下：

Jiangsu Complete Equipment Co., Ltd. (Bidding Agency) has been authorized by JIJUNTANG INTERNATIONAL INVESTMENT GROUP CO.,LTD. (Tenderer) to conduct an open competitive bidding process for the Fire Protection Engineering (EPC) (Project Name). The relevant details are hereby announced as follows:

2、项目概况与招标范围Project Overview and Tender Scope

（1）项目名称：****城市综合体项目消防工程设计施工一体化（EPC）

Project Name: EPC for Fire Protection Engineering of Cambodia International Convention Center Urban Complex Project.

（2）项目地点：柬埔寨干达省Areyksat地区

Poject Lcation：Areyksat Region, Kanda Province, Kingdom of Cambodia

（3）资金来源：自筹

Source of Funds: Self-Financed

（4）项目概况：

****会议中心城市综合体项目是集会议、商业、办公、酒店、空中别墅及游艇会所于一体的超高层城市地标性建筑群。该项目所在地属热带季风气候，高温高湿，对消防系统耐久性与可靠性提出更**求。鉴于建筑高度达到430米（主楼），副楼亦高达336米，总建筑面积约102万平方米，远超常规公共建筑范畴，属于典型的超高层、大体量、多功能复合型建筑，其消防安全面临竖向疏散距离长、人员密集度高、功能分区复杂、火灾扑救难度大等多重挑战。基于此类特殊工程属性，项目严格执行中国现行消防技术规范，并结合当地消防管理要求进行设计深化。包括但不限于强化结构耐火性能、优化竖向疏散体系、设置避难层、采用常高压消防供水系统、配置智能化火灾监控网络等。本项目定位于国家级、国际化的多功能城市综合体，兼具政治外交、商务办公、高端消费、旅游接待与文化展示等多重功能属性。基于上述功能定位，消防系统设计不仅需满足基本的生命安全保障需求，还需兼顾运营连续性、资产保护、品牌形象维护等非传统安全目标。

因此，本项目消防工程采用 设计施工一体化 模式，由具备相应资质的专项承包单位全面负责从方案设计至竣工验收全过程的技术实施，确保系统整体性、协调性与可落地性。招标范围包含且不限于：设计任务书内提到的设计工作(包括本专项工程的方案设计、初步设计施工图设计、计算、文件准备等)、施工管理、施工准备、施工、生产、采购、运输、安装、调试、测试、验收、竣工备案及质量保证工作、保修及售后 服务。

The Kingdom of Cambodia International Conference Center Urban Complex Project is a super high-rise urban landmark complex, integrating convention facilities, commercial spaces, offices, hotels, sky villas, and a yacht club. Located in a tropical monsoon climate zone characterized by high temperatures and humidity, the project demands enhanced durability and reliability from its fire protection systems.

With a building height of 430 meters (main tower) and a secondary tower reaching 336 meters, and a total gross floor area of approximately 1.02 million square meters, the project far exceeds the scope of conventional public buildings. It is a typical super high-rise, large-scale, and multi-functional complex, presenting significant fire safety challenges. These include extended vertical evacuation distances, high occupant density, complex functional zoning, and considerable difficulties in firefighting and rescue operations.

The fire protection design strictly adheres to the current Chinese fire protection technical codes and standards, further refined and integrated with local Cambodian fire safety management requirements. Key design strategies include, but are not limited to: Enhanced structural fire resistance performance；Optimized vertical evacuation systems；Designated refuge floors；Adoption of a constant high-pressure fire water supply system；Implementation of an intelligent fire monitoring network.As a national-level, international multi-functional urban complex serving political diplomacy, business offices, high-end retail, tourism hospitality, and cultural exhibitions, the fire protection system design must not only fulfill fundamental life safety requirements but also address non-traditional security objectives such as operational continuity, asset protection, and brand reputation preservation.

This project adopts the Engineering, Procurement, and Construction (EPC) model for the Fire Protection Engineering package. The successful tenderer, possessing the requisite specialized qualifications, will assume single-point responsibility for the entire process from schematic design through to final project completion and acceptance, ensuring system integrity, coordination, and constructability.

The scope of the tender includes but is not limited to: the design work mentioned in the design task book (including schematic design, preliminary design, construction drawing design, calculations, and document preparation for this specific project), construction management, construction preparation, construction, production, procurement, transportation, installation, commissioning, testing, acceptance, completion filing and quality assurance work, warranty, and after-sales service.

（5）工程最高投标限价：9000万美元

The highest bid limit for the project: USD 90,000,000

(USD Ninety Million)

（6）建设周期：预计2555天，****中心（D楼）建设周期1080天

Construction period: The project is scheduled for a total duration of 2,555 calendar days, with the International Conference Center (Building D) requiring 1,080 calendar days.

（1）具有独立的法人资格；Possessing independent legal person status；

（2）设计资质要求：至少具备中华人民**国工程设计综合甲级资质、工程设计建筑行业甲级资质、工程设计建筑行业（建筑工程）甲级资质、消防设施工程设计专项资质甲级，上述四类资质之一；Design Qualification Requirements:
The tenderer shall possess at least one of the following four qualifications issued by the People's Republic of China:Comprehensive Class A Design Certificate, or Class A Design Certificate in the Building Industry, or Class A Design Certificate in the Building Industry (Architectural Engineering),or Class A Specialized Design Certificate for Fire Protection Facilities Systems.

（3）施工资质要求：具备中华人民**国消防设施工程专业承包一级及以上资质并具备有效的安全生产许可证。Construction Qualification Requirements: The tenderer shall possess a Class I (or higher) Specialized Contractor License for Fire Protection Facilities Engineering issued by the People's Republic of China, along with a valid Work Safety Permit.

（4）总承包项目负责人：须为施工单位在职员工，且具有中华人民**国机电工程专业一级注册建造师证书，或国际同类执业证书； Project Manager for the General Contractor:The designated Project Manager shall be a duly employed full-time staff member of the construction unit. Furthermore, the individual must hold a valid Grade 1 National Registered Constructor of Mechanical and Electrical Engineering certificate of the People's Republic of China, or an internationally equivalent professional qualification. equivalent international professional certificate；

（5）施工项目经理：须为施工单位在职员工，且具有中华人民**国机电工程专业一级注册建造师证书；Construction Project Manager: The Project Manager shall be a full-time employee of the construction contractor and must possess a valid Grade 1 National Registered Constructor of Mechanical and Electrical Engineering certificate of the People's Republic of China.

注：总承包项目负责人与施工项目经理可兼任。Note: The General Contract Project Manager and the Construction Project Manager may serve concurrently.

（6）设计负责人：须为设计单位在职员工，且具有中华人民**国一级注册建筑师证书，同时具备高级及以上专业技术职称；Design Principal: Must be an employee of the design unit, and having a first-class registered architect certificate in the People's Republic of China, as well as a senior or higher professional technical title；

（7）类似业绩要求（施工业绩）：Similar performance requirements (construction performance):

投标人近10年（自2015年1月1日以来，以竣工验收时间为准）至少具备1个类似超高层业绩，类似业绩为建筑高度100米（含）及以上房屋建筑工程（须包含消防设施施工）业绩或消防设施专项工程施工业绩。

Past Project Experience Requirements: The bidder shall have completed at least one (1) similar super high-rise project within the last ten (10) years (calculated from January 1, 2015, based on the project completion acceptance date). A similar project is defined as either: A building construction project with a building height of 100 meters or above (which must include fire protection facilities installation works), or A specialized fire protection facilities system installation project.

投标人提供有效的合同复印件并加盖公章及竣工验收证明材料并加盖公章（证明材料中应能体现相关数值要求，无法体现的，须额外提供项目建设单位出具的补充证明材料）；Supporting Documentation Requirements: The bidder shall provide duly stamped copies of valid contracts and project completion acceptance documents for the referenced project. These submitted documents must demonstrably contain the relevant numerical requirements. If such information is not evident, supplementary supporting documentation issued by the project's development entity must be additionally provided.

（8）财务要求：提供2022年度至2024年度审计报告；Financial Requirements: Provide audit reports from 2022to2024;

（9）信誉要求：Reputation Requirements

9.1投标文件中没有失实或者弄虚作假；The contents in the bid documents are not false or fraudulent；

9.2投标人未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；The bidder is not under an order to suspend business, has not had their bidding qualifications revoked, nor is their property under administration, frozen, or in a state of bankruptcy；

9.3投标人没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的。The bidder has not been suspended from bidding by relevant authorities due to fraud to win the bid, serious breach of contract, or significant issues related to engineering quality and safety accidents, and is not within the suspension period.

9.4 ****人民法院、住建部、信用中国、政府采购平台、军队采购平台等列入失信名单或禁止、限制投标或采购名单；The bidder has not been included in the dishonesty list or prohibited or restricted bidding or procurement list by the Supreme People's Court, Ministry of Housing and Urban Rural Development, Credit China, government procurement platform, military procurement platform, etc；

（10）是否接受联合体投标：接受。Acceptance of consortium bids: Accepted.

10.1联合体成员单位均具备独立企业法人资格，联合体成员最多不超过3家；All consortium member units must have independent corporate legal person status, and the consortium shall not have more than three members；

10.2联合体的资质应符合招标公告中投标人资格要求；The qualifications of the consortium should comply with the bidder qualification requirements specified in the tender announcement；

10.3联合体须提供联合体协议书，明确联合体牵头人和各方权利义务，联合体牵头人须为施工单位，联合体牵头人代表联合体投标、签约及履行合同和协议中应承担的义务和法律责任。联合体中标后,联合体各方共同与招标人签订合同，联合体各方向招标人承担连带责任；The consortium must provide a consortium agreement that clearly defines the leading member and the rights and obligations of all parties within the consortium. The leading member of the consortium must be the construction unit and represent the consortium in bidding, signing contracts, and fulfilling the obligations and legal responsibilities as stipulated in the contracts and agreements. After the consortium wins the bid, all parties of the consortium shall jointly sign the contract with the tenderer, and each party of the consortium shall bear joint and several liabilities to the tenderer；

10.4联合体的各方不得再以自己名义单独投标本项目也不得组成新的联合体或参加其他联合体在本项目中投标，如有违反，其投标和与此有关的联合体的投标将均被否决。联合体资质按照联合体协议约定的分工认定。No member of the consortium may bid on this project individually in their own name, nor may they form a new consortium or participate in another consortium to bid on this project. In case of violation, their bids and the bids of the consortium concerned will be rejected. The qualifications of the consortium are determined based on the division of labor agreed upon in the consortium agreement.

4、招标文件申领时间、地点、方式Tender Document Application Time, Location, and Method

（1）凡报名参加的投标人，请于2025年9月29日8时30分至2025年10月11日17时30分 (**时间，下同)，将盖好公章的报名资料扫描后发送至****@jcec.cn邮箱，时间以邮箱显示的收到时间为准。招标文件人民币1000元/套，售后不退。All bidders who register to participate, please scan your stamped registration materials and send them to the email ****@jcec.cn from 8:30 AM on 30 September , 2025, to 17:30 on 11 October 2025 (Beijing time, the same below). The time will be determined by the email's received time display. The bidding documents cost 1000 RMB per set, and no refunds will be given after purchase.

（2）报名时需提供以下资料When registering, the following materials are required.

2.1投标人的营业执照原件扫描件（如为联合体，需提供联合体牵头人的营业执照原件扫描件）；The scanned copy of the bidder's original business license (if it is a consortium, the scanned copy of the leading member's original business license is required);

2.2 联合体协议并加盖联合体所有成员公章的扫描件(如为联合体)；A scanned copy of the consortium agreement with the official seals of all consortium members (If applicable);

2.3投标人的法定代表人授权委托书原件扫描件（如为联合体，需提供联合体牵头人法定代表人身份证及授权代表身份证扫描件）；The scanned copy of the original letter of authorization from the legal representative of the bidder (if it is a consortium, the scanned copies of the ID cards of the legal representative and the authorized representative of the leading member of the consortium are required);

2.4投标人授权代表的联系电话及邮箱信息，加盖公章；The contact phone number and email information of the bidder's authorized representative, with the official seal affixed;

（3）招标文件获取方式：报名截止后，将同时向报名成功的投标人发送招标文件及相关资料。The method of obtaining bidding documents: After the registration deadline, bidding documents and related materials will be sent to the successful registrants simultaneously and uniformly.
