1． 项目概况与采购内容
1. Project Overview and Procurement Scope
本项目为拉美地区组网替换项目，涉及智利、乌拉圭、委内瑞拉、玻利维亚、秘鲁、巴拉圭、巴拿马（含厄瓜多尔、哥伦比亚、巴西、墨西哥）站点接入， 交付包括骨干网，最后一公里接入，跳线及楼内线在内的整网方案。首个合约期为12个月。
This project involves the replacement of the existing network in Latin America, covering site access in Chile, Uruguay, Venezuela, Bolivia, Peru, Paraguay and Panama （Ecuador，Colombia，Brazil，Mexico）. The required delivery includes an end-to-end network solution comprising the backbone network, last-mile access, jumpers, and in-building wiring. The initial contract term is 12 months.
骨干网络要求应答人使用自有MPL-VPN平台交付，全网Full-mesh。暂时不具备自有**交付条件的，允许应答人在2025年12月30日前以转售方式先行交付过渡方案，但必须在2026年2月15日前具备整网切换条件且通过客户技术确认。
The backbone network requires Respondents to deliver services using their own MPLS VPN platform with a full-mesh architecture. For locations where proprietary resources are temporarily unavailable for delivery, Respondents are permitted to provide an interim solution via resale until December 30, 2025. However, Respondents must achieve full network cut-over capability using their own platform and pass the customer's technical validation by February 15, 2026.

2． 应答人资格要求
2. Qualification Requirements for Respondents
1. 在项目所在地区合法注册的独立法人，需提供合法注册证明或资质文件；
Must be an independent legal entity duly registered in the project region(s), and must provide valid business registration or qualification documents.
2. 承诺能提供符合采购人财务要求的有效发票或收据；
Must commit to providing valid invoices or receipts that meet the financial requirements of the Procuring Entity.
3. 具备或承诺在2026年2月15日前具备自建MPLS VPN平台；
Must possess, or commit to possessing by February 15, 2026, a self-built MPLS VPN platform capable of delivering the required services.
4. 近三年内无骗取中标、严重违约、重大质量或安全问题；
No record within the last three years of fraudulent winning of bids, serious breaches of contract, or major quality or safety incidents.
5. ****银行资信和商业信誉，未处于停业、财产被接管、冻结或破产状态；
Must possess sound bank credit and business reputation, and must not be in a state of cessation of business, property under receivership, frozen assets, or bankruptcy.
6. ****集团****公司供应商黑名单。
Must not be listed on the China Unicom Group or China Unicom Global supplier blacklist.
7. 本项目不接受联合体应答；
Consortia or joint bids are not accepted for this project.
8. 本项目不接受代理商应答；
Bids from agents or distributors are not accepted for this project.

3． 资格审查方法
3. Method of Qualification Review
Post-qualification will be adopted for this project. The Evaluation Panel will review the qualifications of Respondents after the submission of response documents. Responses from Respondents failing the qualification review will be rejected.

5.1 Submission Method: Electronic response documents must be uploaded via the "China Unicom International Procurement and Bidding Platform" (URL as above).
Parties located overseas who encounter difficulties accessing the system may submit their response documents via email to: shiy168@chinaunicom.****.
The deadline for submission is 10:00 AM, November 19, 2025 (Beijing Time).
5.2 本项目将于上述同一时间进行线上开启应答文件。
