（2）具备建筑机电安装工程专业承包二级及其以上资质或具备输变电工程专业承包三级及其以上资质；
（3）具有有效的安全生产许可证；
（4）投标人须具有有效的承装(修、试)电力设施许可证资质。投标人在 2025年7月1日之前取得资质的，未完成换证工作且在有效期内的，许可类别及等级须为:承装、承修承试肆级(或以上);在 2025年7月1日之后取得资质的，许可类别及等级须为:承装、承修、承试叁级(或以上)资质。注:2025年7月1日起实施新版《承装(修、试)电力设施许可证管理办法》(国家发展改革委 2025 年第 30 号令)。
（5）拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格且具备有效的安全生产考核合格证书；
（6）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: (1) Must be a legal person or an unincorporated organization established in China according to law (the branch of this project (not accepted) participates in procurement activities in its own name); (2) Have the qualification of professional contracting of construction electromechanical installation engineering level 2 or above or have the qualification of professional contracting of power transmission and transformation engineering level 3 or above; (3) Have Valid safety production license; (4) The bidder must have a valid license qualification for undertaking (repair and testing) power facilities. If the bidder obtains the qualification before July 1, 2025, has not completed the replacement work and within the validity period, the license category and level must be: installation, maintenance, test level (or above); if the qualification is obtained after July 1, 2025, the license category and level must be: installation, maintenance, test three Level (or above) qualification.
