(1)参与法治建设重大问题的研究,提出调研报告或具体制度建设意见、建议； (2)对重大决策进行合法性论证或风险评估； (3)参与规范性文件的起草、论证、审核、评估等工作； (4)参与**项目的洽谈,提供法律咨询、论证意见； (5)参与合同、协议、备忘录的协商、起草、修订,提出法律意见； (6)对比选供应商进行投资关系及股东高管任职关系的关联性审查； (7)核查供应商的相关资质及公示信用情况； (8)参与非诉讼法律事务处理、信访矛盾化解、社会稳定事件和突发事件应对处置等,提出法律意见、建议； (9)对相关规范、制度提供公平性审查意见； (10****人大信访窗口接待,按时至窗口现场提供法律咨询及信访接待服务； (11)参与现场专题研讨会、矛盾化解会议等； (12)为市、****人大代表履职过程中遇到的法律问题提供咨询服务,提出意见或建议； (13)对相关立法事项需求，提供法律建议及意见； (14)协助开展相关法治课题调研工作； (15)参与聘任单位的信息公开工作,对公开的信息进行规范性审查,对受理的信息公开申请提出答复意见； (16)协助开展法治宣传教育、法治培训、法治课题调研等工作； (17****人大工作研究会提供相应的法律服务； (18)根据统筹协调，积极参加面向社会公众的法律志愿服务。 (19)根据市、区人大代表要求，为代表提供相关法律咨询、宣传服务。 (20)聘任单位交办的其他法律事务。

Negative Conditions

（一）在中介集市报名前3个月内存在1次记入一般不良诚信档案行为的；

（二）在中介集市报名前1年内存在2次记入一般不良诚信档案行为的；

（三）在中介集市报名前2年内存在1次记入严重不良诚信档案行为的；

（四）在中介集市报名后中介服务合同签订前，存在记入一般或者严重不良诚信档案行为的

I. One recorded minor bad credit behavior within 3 months before registration in the intermediary market.

II. Two recorded minor bad credit behaviors within 1 year before registration in the intermediary market.

III. One recorded serious bad credit behavior within 2 years before registration in the intermediary market.

IV. Any recorded general or serious bad credit behavior between the registration in the intermediary market and before the signing of the intermediary service contract.

回避情形

Avoidance Situations

（一）参与同一项目采购的不同中介服务机构法定代表人或实际控制人为同一人的；

（二）中介服务机构的法定代表人或实际控制人和委托人单位法定代表人或者项目负责人有配偶、直系血亲（含拟制血亲）、三代以内旁系血亲或者近姻亲关系的；

（三）其他应当回避的情形；

I. The legal representatives or actual controllers of different intermediary service agencies participating in the same project procurement are the same person.

II. The legal representative or actual controller of the intermediary service agency has a marital, direct blood (including presumed blood), collateral blood within three generations, or close in-law relationship with the legal representative or project leader of the entrusting unit.

III. Other situations that should be avoided.
