Invitation of Tenders for Supply Seamless Steel Pipes For PLMB Project

1. Introduction

1.1. Infrastructure and Construction Works of First Metro Line project of Bogotá (“PLMB” in abbreviation). The PLMB project is located in the city of Bogotá, which is the capital of Colombia. The project will provide the city of Bogota with a massive passenger transport system in order to improve the mobility of the city’s inhabitants. The metro line travels through 9 districts of the city including Bosa, Teusaquillo, Kennedy, Puente Aranda, Mártires, Antonio Nario, Santa Fe, Barrios Unidos, and Chapinero, which will facilitate the mobility of citizens from the southwestern zone to the centre and north of the city and vice versa.

We herein issue a tender invitation for the procurement of Seamless Steel Pipes of station1-16 for PLMB projects.

1.2. This Tender will be organized by China Harbour Engineering Co., Ltd (to know more about CHEC, please visit the website: https://www.****.cn/pub/chec_pc/en/), and the tenderer’s contracting party will be confirmed by the Tenderer after that.

1.3 This is an open Request For Quotation. Invitation and tender documents are published at the Overseas Procurement Platform of CCCC (https://hwsp.****.cn/) from 10th Dec, 2025.

本次采购采用公开询价形式。询价邀请和招标文件将于2025年12月12****集团海外采购专区（https://hwsp.****.cn/）上发布。

2. Project Overview

First Metro Line of Bogotá is a 23.96 km long elevated Mass Rapid Transit (MRT), using the U-beam viaduct structure among sections, it has 16 stations, 1 depot, 1 control center and 1 backup control center. The maximum design speed of the metro is 90 km/h, the maximum operation speed is 80km/h and the average operating speed is 42.5 km/h. Fully automatic operation with level of GOA4 is adopted for the whole line.

哥伦比亚波哥大地铁一号线是一条长23.96km的高架大众捷运（MRT）线路，采用U型梁高架桥结构，共设16座车站、1个车辆段、1****中心和1****中心。地铁最高设计速度为90km/h，最高运营速度为80km/h，平均运营速度为42.5km/h。全线采用GOA4级全自动运行系统。

3. Scope of Tender

METRO LíNEA 1 S.A. is calling for the tender in purchasing, Manufacture and Delivery of Copper Seamless Steel Pipes of Station 1-16 for PLMB by public tender. The detailed content and requirements of the related works to be purchased is listed in the technical specification in Section-3 and BOQ.

哥伦比亚波哥大地铁一****公司现以公开招标方式采购用于波哥大地铁一号线项目1-16号车站消防无缝钢管采购、生产及供货服务，拟采购的详细内容和要求见招标书第三部分-技术规范和BOQ。

4. Qualification of Tenderer

4.1 Bidders should be legal entity registered in People’s Republic of China which including Hong Kong SAR and Macao SAR or a third country, whose corporate purpose matches with the purpose of this Tender process, who are not involved in any conflict of interest under the terms established by the Tenderer, and that have experience, knowledge, and capacity to present the proposal and to perform the contract.

4.1. 投标人应是在中华人民**国境内包括港澳地区或第三国注册的企业，其公司经营业务与满足本次招标要求，在招标人制定的条款下不涉及任何利益冲突，并且有经验、知识和能力提交投标书以及履行合同。

4.2. The Bidders shall be the Manufacturer or Distributor that meets all the requirements of technical specification and quality standard of products, stated in the tender documents(Standards: It is generally manufactured according to standards such as ASTM A106, ASTM A53, or API 5L，SCH10/40).

4.2投标人应是满足招标文件中所列产品技术规范和质量标准等所有要求的(管道适用标准为 ASTM A106, ASTM A53, or API 5L，SCH10及SCH40的无缝钢管)制造商或专业代理商。

4.3. The Bidder shall have been engaged in the production or supply of the same or similar products as those being tendered within the past Five years, and the projects should be of the following types of overseas projects:

a) large-scale public construction projects, such as airports, office buildings, exhibition centres, hospitals, etc. Subway train station will be a plus.

4.3 投标人在近5年内应从事过与本次招标产品相同或类似产品的生产、供货，且为以下类型的海外项目；

a) 大型公建项目，例如机场、办公楼、展览中心、医院等；地铁车站类项目将会是加分项。

4.4. Consortium bid is not acceptable for this Tender.

4.4.本次招标不接受联合体投标。

4.5. The Bidders shall not be involved in any Prohibited Practices, which include: (i) corrupt practices;(ii) fraudulent practices; (iii) coercive practices; (iv) collusive practices; (v) obstructive practices.

4.5。投标人不得参与任何禁止行为，包括：（i）腐败行为；（ii）欺诈行为；（iii）胁迫行为；（iv）串通行为；（v）妨碍行为。

4.6. The Bidders shall not be in the penalty list of Multilateral Entity.

4.6. 投标人不得出现在多边金融机构的处罚名单中。

4.7. Should there be any Bidders fail to fulfil clause 3 requirement stated herein above; the Tenderer may invalidate and disqualify their participation in this process.

5. Obtaining the Tender Documents

5.1. Interested eligible Tenderer, shall register on the Overseas Procurement Platform of CCCC (https://hwsp.****.cn/) and choose to participate in the tendering as the supplier. The supplier shall be registered as a "China Harbour Engineering Company Limited" level supplier. Suppliers who are newly registered or are not sure whether they are in the "China Harbor Engineering Co., LTD." can contact the Tender contact person for assistance.

6. Submission of Tender Documents

6.1. The deadline for Tender will be 8:00 Beijing Time 22th Dec, 2025. The Tenderer shall upload the bid documents through the supply chain information system within the prescribed time range, and the submission time shall be the successful time of upload.

6.2. The Tenderer shall submit the Tender Documents on the Overseas Procurement Platform of CCCC (https://hwsp.****.cn/) before the deadline. Any other methods of submission, such as E-mail, express mail, etc., will not be accepted.

6.3. Each Tender file should not exceed 100 MB. If a larger file needs to be uploaded, please divided into multiple files.

6.4. The Tenderee shall not accept the Tender Documents which are not successfully uploaded or the documents cannot be opened normally within the time limit, and the Tenderer shall bear all the responsibilities.

6.5 Bidders fill in the price in US dollars on the system, with the exchange rate of 1 US dollar to 7.10 RMB and 1 US dollar to 3900 Colombian pesos. The price displayed on the system is for reference only, and the specific amount shall be based on the amount listed in the bid document.

6.5投标人在系统上以美元币种填报价格，美元对人民币汇率为1:7.10，美元对哥伦比亚比索汇率为1:3900。系统上所显示价格仅为参考，具体以标书所列金额为准。

6.6 Bidders will have the possibility to make inquiries and request clarifications in written, within 20:00 Beijing Time 18th Dec, 2025 indicated in the bidding schedule of this Tender Document. For these purposes, the consultations should be submitted via the Overseas Procurement Platform of CCCC (https://hwsp.****.cn/).

7. Tender Opening
