****设计院乐东22-1气田综合调整详细设计项目栈桥软管采购，包括柔性管14根。 This tender project involves the procurement of flexible pipes for the Ledong 22-1 oilfield, including a total of three (14) flexible pipes.

招标范围:

投标人资质要求:

一业绩要求： 1、投标人应具有至少1个合同的API17K或API17J标准的柔性管产品供货业绩，合同签订主体应为投标人，且合同中至少包含一项尺寸不低于12"，且工作压力不低于2400kPaG技术要求柔性管，上述技术要求需在一个合同中体现。 二资格要求： （1）营业执照： 投标人具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）。 ****事业单位的，****事业单位法人证书，投标时需提供原件扫描件（原件备查）。 ****公司的，提供具有合法有效的营业执照和上级法人单位****公司投标），****公司和上级法人单位的资质、资格和业绩，不认可同一上级****公司的资质、资格和业绩，投标时需提供原件扫描件（原件备查）。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。 如果****公司，****公司登记注册证明。 （2）控股管理关系：如出现不同投标人的负责人为同一人或存在控股、管理关系的情况，相关投标均无效，招标人随时有权做出拒绝投标、取消投标资格、取消授标、不签订合同或在合同签订后终止合同等决定，相关投标人须无条件接受，且由此做出的任何损失由对应投标人承担。 （3）体系证书： 投标人所投产品的制造商须具备有效的GB/T19001（ISO9001）质量体系认证证书或API Q1证书，并可在中国****管理委员会网站(http://www.****.cn/)核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。投标时需提供原件扫描件（原件备查）。注：如所投货物的制造商提供的质量管理体系认证证书是国外第三方认证机构颁发的，则网站查询不适用。 （4）投标人属性： 本次招标不接受代理商、贸易商投标。投标人应为本次投标产品的制造商，****公司、****公司、****公司****集团****公司，视为制造商，投标时需提供相应的证明文件。同一制造商仅允许一家投标人参与投标，否则相关的所有投标将被否决。证明投标人为制造商证明相关材料如下：投标人投标时应提供有效的API17K或API17J认证证书。 Performance Requirements: 1、The bidder shall possess supply performance records for flexible pipe products meeting API 17K or API 17J standards under at least one contract. The contractual party shall be the bidder itself, and the contract shall include at least one flexible pipe item with a size not less than 12" and a working pressure not less than 2400 kPaG，The above technical requirements shall be reflected in one single contract. Qualification Requirements: (1) Business License: The bidder must possess a valid and lawful Business License for Enterprise Legal Person, Tax Registration Certificate, and Organization Code Certificate, or a unified business license that incorporates these three certificates. Scanned copies of the original documents must be submitted during bidding (originals shall be kept ready for inspection). If the bidder is an institution, it must possess a valid and lawful Institution Legal Person Certificate. Scanned copies of the original certificate must be submitted during bidding (originals shall be kept ready for inspection). If the bidder is a branch company, it must provide a valid and lawful business license along with a letter of authorization from its parent legal entity authorizing the branch to participate in this bid. The qualifications and performance of this specific branch and its parent entity will be recognized; however, the qualifications and performance of other branches under the same parent entity will not be recognized. Scanned copies of the original documents must be submitted during bidding (originals shall be kept ready for inspection). Only one entity—either the branch or its parent legal entity—may participate in this bid. Participation by both will result in the disqualification of both bids. If the bidder is a company registered outside of China, it must provide valid company registration documents. Controlling/Management Relationship: If different bidders are found to have the same legal representative or to share a controlling or management relationship, all related bids will be considered invalid. The Tendering Entity reserves the right, at any time, to reject the bid, disqualify the bidder, revoke the award, refuse to sign the contract, or terminate a contract already signed. The affected bidders must unconditionally accept such decisions and shall bear all losses arising therefrom. Quality Management System Certification: The manufacturer of the products offered by the bidder must hold a valid GB/T19001 (ISO9001) Quality Management System Certificate or an API Q1 Certificate. The certificate must be verifiable on the website of the Certification and Accreditation Administration of the People"s Republic of China (CNCA) . Note: If the Quality Management System Certification Certificate provided by the manufacturer of the supplied goods is issued by a foreign third-party certification body, the website verification requirement is not applicable. During bid submission, a scanned copy of the original certificate must be provided (the original is to be kept for verification if required). (4) Bidder Eligibility: This tender does not accept bids from agents or traders. The bidder must be the manufacturer of the products offered for this tender. A manufacturer"s parent company, wholly-owned sales subsidiary, majority-controlled sales subsidiary, or a sales company belonging to the same group may be deemed as the manufacturer. Corresponding supporting documents must be provided during bid submission. Only one bidder per manufacturer is permitted to participate in this tender. If multiple bids are submitted for the same manufacturer, all associated bids will be rejected. Proof demonstrating that the bidder qualifies as the manufacturer shall include the following: The bidder must provide a valid API 17K or API 17J product certification certificate at the time of bid submission.
