2. 投标人资格

Bidder Qualification

2.1具有合法、有效的营业执照；

2.2****集团层级/****层级黑名单的市场主体；

2.3不接受联合体投标；

2.4投标人有良好财务状况，没有财产被接管或冻结、破产被停业清理或清算、产权变更被解体或注销的任何情形。

2.1 Possess a valid and legally effective business license;

2.2 The bidder shall not be a market entity on the blacklist of the China Communications Construction Company or China Harbour Engineering Company Ltd (CHEC);

2.3 Joint bidding is not accepted;

2.4 The bidder shall have a sound financial condition, with no instances of property being taken over or frozen, bankruptcy, cessation of business for liquidation or winding up, or dissolution or deregistration due to property rights changes.

3. 投标人可在2026年1月8日上午10:00时（达累斯萨拉姆时间）标书发售截止期前，在中国交建供应链管理信息系统网上（网址：https://hwsp.****.cn/）注册账户，并获取招标文件。本次招标不收取投标保证金。

Bidders can register an account and obtain the bidding documents on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https://hwsp.****.cn/)before10:00a.m. (Dar es Salaam Time) on Jan 8, 2026,which is the deadline of the bidding documents selling. No bid security will be charged for this bidding.

Bids must be submitted on the Supply Chain Management System of China Communications Construction Corporation(CCCC) online (URL: https://hwsp.****.cn/） before9:30 a.m. (Dar es Salaam Time) onJan 14, 2026.whatever the outcome, Bidders shall bear allcost related to participating in this bidding.

5. 为协助审查、评价和比较投标及投标人的资格，招标人可酌情要求任何投标人澄清其投标。投标人提交的任何澄清，如果不是对招标人的要求作出回应，将不被考虑。如果投标人未在招标人要求澄清的日期和时间内对其投标进行澄清，其投标可能会被拒绝。

To assist in the examination, evaluation, and comparison of the bids, and qualification of the Bidders, the Tenderer may, at its discretion, ask any Bidder for a clarification of its bid. Any clarification submitted by a Bidder that is not in response to a request by the Tenderer shall not be considered. If a Bidder does not provide clarifications of its bid by the date and time set in the Tenderer's request for clarification, its bid may be rejected.

6. 当投标人的报价明显高于或低于市场平均价格水平时，招标人有权根据相关法律法规和招标文件的规定保留全面评估所有投标价格的权利，以确保招标过程的公平、公正和合理性，并维护市场竞争的正常秩序。如果发现投标人的报价与市场价格水平严重偏离，可能对项目的顺利实施和经济性造成不利影响，招标人保留行使废标权利。本次招标限价为490,000,000坦桑尼亚先令。

When the Bidder's quotation is significantly higher or lower than the market average price level, the Tenderer has the right to comprehensively evaluate all bid prices in accordance with relevant laws and regulations and the provisions of the bidding documents, to ensure the fairness, impartiality, and rationality of the bidding process, and to maintain the normal order of market competition. If it is found that the Bidder's quotation deviates significantly from the market price level, which may have an adverse impact on the smooth implementation and economy of the project, the Tenderer reserves the right to cancel the bid. The limit price for this bidding is490,000,000 Tanzania Shilling(TZS).

7. 本招标文件为中英文版，如有中英文冲突，以中文为准。

This bidding document is in English and Chinese. In case of any discrepancy, the Chinese version will prevail.
