（4）具有电力工程施工总承包三级及以上资质，同时具有“****监管局****委员会）”颁发的承装、承修、承试三级及以上电力设施许可证（许可日期在2025年7月1日后）或者承装、承修、承试四级及以上电力设施许可证（许可日期在2025年7月1日前）；
（5）投标人拟派项目经理须具有机电工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；
（6）符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（7）本项目专门面向中小企业采购；
（8）本项目不接受组成联合体。
