3.投标人资格要求`

3.1 投标人应具备的资格或业绩：投标人或其代理的制造商近3年（2023年1月1日起，以合同签订时间为准）具有类似供货业绩（类似供货业绩：单项合同铝合金MIG焊机数量≥10台的供货业绩）至少1项。（业绩均须附合同必要部分的复印件，包括项目名称、合同单位、签**期、主要内容等，如合同无法体现业绩要求的，需提供技术协议等证明材料；如未提供业绩证明材料，评标委员会有权拒绝认可该业绩，并有可能导致投标被否决）。

3.2 是否接受联合体投标：否。

3.3 投标人应为招标设备的制造商或代理商，代理商投标的，应提供制造商针对本项目的唯一授权，同一制造商对同一品牌只能委托一家投标人参与投标（作为集成产品中的一部分除外）。

3.4 本次招标接受代理商投标。

4.招标文件的领购

4.1、招标文件发售期：2026年1月8日至2026年1月16日，全天（**时间，下同）；

4.2、凡有意参加投标者，请按如下步骤操作：

（1）前往“中国船舶电子招标投标平台”进行免费注册（网址https://www.****.com）。注册成功后，在“公告信息”功能中通过“标段包名称”或“标段（包）编号”检索到要参与的项目，“中国船舶电子招标投标平台”联系电话010-****2128-4。

（2）下载费：500元/份，向“中国船舶电子招标投标平台”支付。****银行电汇形式汇入系统生成的下载费虚拟子账号中（请勿与标书费合并汇款），因投标人操作失误将下载费支付错误的概不退还。中国船舶电子招标投标平台运营方向投标人开具下载费的电子发票，投标人自行从平台下载。

（3）标书费：报名成功后，登陆中招联合招标采购平台（网址：www.****.cn）购买并下载招标文件（含英文版），现场不予受理；招标文件电子版每套售价1000元，售后不退。登陆中招联合招标采购平台（网址：www.****.cn）注册会员，在公告栏中寻找有意向参与的项目，点击公告右上角“我要参与”并在线支付标书费完成下载流程，如有采购平台问题请联系客服010-****7110。（注：标书费发票按照投标人在平台注册信息开具，请自行下载电子发票）

Zhongzhao Industrial Development (Beijing) Co., Ltd., on behalf of Jiangnan Shipyard (Group) Co., Ltd., has initiated an international open competitive bidding process for the following products and services, with the bidding announcement issued on January 8, 2026. This tender adopts an offline bidding method, and qualified bidders are hereby invited to participate.

1. Bidding Conditions

1.1 Project Overview: Procure 16 MIG welding machines for the welding of aluminum alloy material structures.

1.2 Fund availability or source confirmation: The funding source has been secured.

1.3 Explanation that the project is ready for bidding: The project is ready for bidding.

2. Bidding Content

2.1 Project Implementation Location: Designated site at No. 988, Changxing Jiangnan Avenue, Changxing Town, Chongming District, Shanghai

3.3 The bidder shall be the manufacturer or agent of the bidding equipment. In the case of an agent bidding, the manufacturer must provide exclusive authorization for this project. The same manufacturer may authorize only one bidder to participate in the bidding for the same brand (except as part of integrated products).

3.4 This tender accepts bids from agents.

3.5 The bidder shall not be listed in the Jiangnan Shipyard (Group) Co., Ltd. Dishonesty List. (For details, see the format.)

3.6 The bidder shall provide a letter of commitment with no record of illegal activities. (See the format for details.)

3.7 Potential bidders who have not registered and obtained the bidding documents from Zhongzhao Industrial Development (Beijing) Co., Ltd. are not eligible to participate in the bidding.

4. Procurement of Tender Documents

4.1 Tender Document Sale Period: January 8, 2026 to January 16, 2026, throughout the day (Beijing Time, same below);

4.2. Interested parties who wish to participate in the bidding process should follow the steps below:

Go to the "China Ship Electronic Bidding Platform" to register for free (website: https://www.****.com). After successful registration, search for the project you wish to participate in using the "Bid Package Name" or "Bid Package Number" in the "Announcement Information" function. For inquiries, contact the "China Ship Electronic Bidding Platform" at 010-****2128-4.

(2) Download Fee: 500 RMB per document, to be paid to the "China Ship Electronic Tendering Platform." Bidders shall remit the download fee via bank wire transfer to the virtual sub-account generated by the system (do not consolidate with the bid document fee). No refunds will be issued for incorrect payments due to bidder operational errors. The platform operator will issue an electronic invoice for the download fee to bidders, who must download it from the platform themselves.
