(b)Qualification requirements to be met to implement government procurement policies: In accordance with Document No. [2020] 46 issued by the Ministry of Finance, this project is exclusively open to small and medium-sized enterprises (SMEs).
This project shall implement the government procurement policies that support SMEs and promote employment of persons with disabilities. Prison enterprises and welfare units for persons with disabilities shall be treated as small and micro-sized enterprises.

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标段投标或者未划分标段的同一招标项目投标；
（4）本项目不允许联合体投标；
（5）本项目为专门面向中小企业采购。

(c)Specific qualification requirements for this program: (3)If the legal representatives of different suppliers are the same person, or if there is a controlling or management relationship between them, such suppliers shall not participate in the bidding for the same bid section or the same tender project where bid sections are not divided.
(4)Joint bidding is not allowed for this project.
(5)This project is specially designated for procurement from small and medium-sized enterprises (SMEs).
