****（以下简称“招标人”）以公开招标方式采购印尼动力煤，采购印尼动力煤计划使用自有资金用于本次招标后所签订合同的支付，资金来源已落实, 不接受当地现货煤炭。Barisal Electric Power Company Limited (hereinafter referred to as the “Tenderee”) intends to procure Indonesian Steam Coal by way of open tender. The funds for payment under the Indonesian Steam Coal Contract to be concluded pursuant to this Tender shall be sourced from the Tenderee’s own funds. The funding source has been duly secured, spot coal is not allowed to bid.

1、项目概况：孟加拉巴瑞萨307MW****电站项目位于孟加拉**Barguna专区Taltali镇Buriswar River 入**的东南侧，北距达卡直线距离约210公里，东距吉大港直线距离约190公里，地理坐标为北纬21°57'54''，东经90°4'1''。巴瑞萨307MW****电站****集团****公司投资，目前已进入商业运营期，根据生产需要，需要采购印尼动力煤炭36.5万吨，现已具备公开招标采购条件。Project Overview: The Barisal 307 MW (net capacity) coal-fired power plant is located at Taltali Upazila, Barguna District, southern Bangladesh, on the southeast side of the estuary of the Buriswar River. The project is approximately 210 km south of Dhaka and 190 km west of Chittagong, with geographical coordinates of 21°57′54″N and 90°4′1″E. The Barisal 307 MW (net capacity) coal-fired power plant is invested in by PowerChina Resources Ltd and has entered the commercial operation stage. According to the production plan, 365000 tons of Indonesian Steam Coal need to be procured. The project now meets the conditions for public tender procurement.

2、招标范围：印尼动力煤炭供应、海运以及从装货港至招标人煤炭码头的海运保险。Scope of Tender: The scope includes the supply of Indonesian Steam Coal, ocean transportation and insurance cover the loading port to Tenderee’s jetty.

3、采购数量：采购数量为365,000吨，分批发运，每批次最小发运不低于50,000-55,000吨。Procurement Quantity: Total procure quantity are 365,000 tons of Indonesian Steam Coal, partial shipment, the minimum delivery of each shipment are not less than 50,000-55,000 tons.

4、交货时间：根据生产需求组织交货，招标人下达订单后35-40天内运抵指定的交货地点。Delivery Time: Delivery shall be arranged according to production requirements. The Steam Coal shall arrive at the designated delivery location within 35-40 days after issuance of the Purchase Order by the Tenderee.

5、交货地点： 孟加拉国博尔古纳专区阿穆**塔****电站煤炭码头。Jetty of Barisal Coal-fired Power Plant, Upazila, Taltali; Amtali PS; Barguna-8710, Bangladesh

6、质量要求：印尼动力煤，热值高位收到基GAR5300Kcal/Kg, 硫分低于1%，水分低于29%；粒径0—50mm，≥90％；100-150mm，≤0.01%；＞150mm，0%。Quality Requirement: Indonesian Steam Coal, Gar5300Kcal/Kg（ARB）, Sulphur<1%; Total Moisture<29%; size:0-50mm，≥90％；100-150mm，≤0.01%；＞150mm，0%

7、其他：（1）本次招标使用D/A远期托收方式付款，支付货币为美元。（2）合同有效期至印尼动力煤供货完毕，煤炭的最终供货数量根据实际到货为准，数量365,000±10%吨范围内。（3）合同期间，如有变动，招标人有权终止合同，并不承担任何费用。Other Provisions: (1) Payment shall be made by D/A (Documents against Acceptance), in USD; (2) The Contract shall remain valid until completion of steam coal supply. The final supplied quantity shall be subject to actual delivery, within the range of 365,000 tons ±10%; (3) During the contract period, the Tenderee reserves the right to terminate the Contract in case of changes, without bearing any cost or liability.

投标人必须满足以下全部资格要求：Bidders shall meet all of the following requirements:

1. 投标人应在孟加拉国境内或境外依法注册，并提供相关的基本证明文件，投标人应为当地知名煤炭供应商或国际知名煤炭供应商。Be legally registered in or out of Bangladesh and provide the relevant basic documentation, the Bidder shall be a local well-known or an international well-known coal supplier.

2. 投标人应具备良好的财务状况，熟悉并能够适应孟加拉国当地市场环境，依法纳税，并能够合法开具发票。In good financial conditions, familiar with and adapt to the local market environment in Bangladesh and as a legitimate taxpayer and able to issue the invoice.

3. 投****银行资信和商业信誉，且未被责令停业，未处于接管、资产冻结或破产状态。The Bidder must have good bank credit and commercial reputation, and must not be under an order to cease operations, or in a state of receivership, asset freeze, or bankruptcy.

4. 投标人不存在被《中华人民**国招标投标法》《中华人民**国招标投标法实施条例》以及美国和孟加拉国相关法律法规禁止参与投标的情形。Bidders are not prohibited from bidding by the Law of the People's Republic of China on Tendering and Bidding, the Regulations on the Implementation of the Law of the People's Republic of China on Tendering and Bidding, and the laws and regulations of the United States and Bangladesh.

5. 投标人应具备至少两（2****电站供应动力煤的业绩经验，且累计供货数量不少于200,000吨；投标人至少应能够接受孟加拉塔卡或国际货币付款，如同时接受塔卡和美元或其他国际货币则更为灵活。****银行****银行（Citi Bank N.A****银行（City Bank PLC）的 NULC及SWIFT 认可要求。Has at least two (2) years of experience in supplying steam coal to power plants and the totally supplied quantity shall be not less than 200,000 tons.Be able to at least accept payment in Bangladeshi currency Taka or international currency, it will be more flexible to accept both Taka and the US dollar or other international currency. Bidder’s Bank shall meet the NULC and Swift endorsement requirement of Citi Bank N.A and City Bank PLC.

6. 投标人从未被列入任何官方黑名单或招标人黑名单。Never has been on the any of official blacklists and Tenderee’s blacklist.

四、招标文件的获取Acquisition of Tender Documents

凡有意参加投标者，请于获取文件结束时间2026年1月25日10:00分前（孟加拉当地时间）向bidding-brs @powerchina.cn发送公司简介资料、公司注册文件、煤炭供货业绩资料获取招标文件，招标文****集团集中采购平台（海外版）免费发放。Potential Bidders shall, prior to 10:00AM, JANUARY 25th, 2026 (Bangladesh local time), submit company profile and registration document and coal supply experience proofs by email to obtain the Tender Documents, which shall be issued free of charge via the PowerChina E-Bidding System Overseas platform (ec.****.cn).

1、投标文件递交的截止时间（投标截止时间，下同）为2026年2月9日10:00分(孟加拉当地时间)，投标人应在截止时****集团集中采购平台(海外版)递交电子投标文件。The deadline of Bid submission (hereinafter referred to as “Bid Submission Deadline”) is 10:00AM Feb 9th, 2026 (Bangladesh Local Time), Bids shall be submitted electronically by Bidders via the PowerChina E-Bidding System Overseas platform (ec.****.cn) prior to the Bid Submission Deadline.标书代写

2、投标截止时间及递交方式如有变动，招标人将及时通过邮件通知所有已获取招标文件的投标人。Provided that any change of the Bid Submission Deadline or the bidding method, the Tenderee shall inform all the potential Bidders who have received the Tender document by email.标书代写

采用经评审的综合评估法,遵循的原则：采用有限数量评审制。The Comprehensive Evaluation Method shall be adopted, following the principle of limited-number evaluation.

1、当各包件投标人数量等于或少于5家时，对所有投标人递交的投标文件进行评审。If the number of Bidders are less than 5, all Bids shall be evaluated.

2、当各包件投标人数量多于5家时，首先按评标价格从低到高进行排序，选取从低到高的前5家投标人递交的投标文件进行评审；若有“否决投标”的，按照评标价格从低到高顺序依次递补，以保证进入评审的投标人数量满足5家。If Bidders are more than five (5), Bids shall be ranked by price from low to high; the lowest five (5) Bids shall enter evaluation. Replacements shall be made if Bids are rejected.

3、对进入评审环节的5家投标人递交的投标文件，按照经修正后的评标价进行评审。For the five (5) Bidders who have entered the evaluation, the evaluation shall be based on adjusted bid price.

4、未进入评审环节的投标人，不再进行详细评审。

Bids not entering evaluation shall not be reviewed further.
